2. Add appropriate amount of flour
3. Toss the flour with the capers until the flour evenly coats the caper leaves.
4. Put the flour-coated capers into a steamer and steam them for about 15 minutes.
5. Turn on the steamer until the capers are soft and steaming hot.
6. Mash the garlic, add salt, soy sauce, chicken powder and sesame oil. Add the mixed garlic sauce to the steamed capers!
