Article 2 The term "halal food" as mentioned in these Regulations refers to meat products and other foods slaughtered, processed and produced according to the customs of Hui people and other ethnic minorities who are used to muslim food. Article 3 These Regulations shall apply to all units and individuals engaged in the production, processing, production, storage, transportation and sale of Muslim food within the administrative region of this province and the Muslim canteens, Muslim stoves, Muslim counters and Muslim workshops set up in each unit. Fourth people's governments at or above the county level shall be responsible for the implementation of these regulations.

(1) Minority people who are used to muslim food should account for a certain proportion, and the specific proportion shall be determined by the people's governments of each district and city as appropriate;
(2) The main management personnel must be equipped with ethnic minorities who are used to muslim food;
(3) Key positions such as raw material procurement, main cooking and warehouse keeping must be equipped with ethnic minority personnel who are used to muslim food;
(4) transport vehicles, measuring instruments, inspection tools, storage containers and processing and selling sites for halal food must be dedicated. Article 7 Individuals who produce and sell halal food must be ethnic minority citizens who are used to muslim food. Article 8 Units and individuals engaged in the production and marketing of halal food must apply to the administrative department of ethnic affairs of the local people's government at or above the county level for a halal food license and a halal identification card. The administrative department of ethnic affairs of the people's government at or above the county level shall give a reply within ten days after receiving the application.

Tenth units and individuals engaged in the production and operation of halal food shall go through the cancellation procedures of halal food business license at the original issuing department and return the halal identification card before they close down or change their business. Article 11 Units and individuals engaged in the production and marketing of halal food shall not produce and market foods that are fasted by ethnic minorities in muslim food, and shall not manufacture and sell fake and shoddy halal food. Twelfth units and individuals engaged in the production and operation of halal food shall hang halal signs in a prominent position in the production and operation places. Thirteenth it is forbidden to bring foods that are fasted by ethnic minorities in muslim food into places where halal food is produced and marketed. Fourteenth special packaging materials and halal signs of halal food shall be printed after unified examination by the administrative department of ethnic affairs of the people's government at or above the county level.

(a) in violation of the provisions of article sixth of these regulations, it shall be ordered to make corrections within a time limit; If it fails to change within the time limit, the halal food license shall be revoked and the halal signboard shall be recovered.
(2) in violation of the provisions of article 7 of these regulations, it shall be ordered to suspend business, revoke the halal food business license, take back the halal signboard, and impose a fine of not less than 3,111 yuan but not more than 5,111 yuan.
(3) Those who violate the provisions of the first paragraph of Articles 11, 12 and 14 of these Regulations shall be ordered to make corrections within a time limit; Overdue reform, punishable by a fine of fifty yuan and two hundred yuan.
(4) in violation of the provisions of the second paragraph of Article 9 and the second paragraph of Article 14 of these regulations, the illegal income shall be confiscated, and if the circumstances are relatively minor, a fine of not less than 1,111 yuan but not more than 3,111 yuan shall be imposed; If the circumstances are serious, a fine of not less than three thousand yuan but not more than ten thousand yuan shall be imposed.
(5) whoever, in violation of the provisions of the second paragraph of Article 8 of these regulations, produces and operates halal food without obtaining a halal food business license shall be ordered to make corrections within a time limit and be fined between 2,111 yuan and 5,111 yuan.
(six) in violation of the provisions of article eleventh of this Ordinance, it shall be ordered to suspend business for rectification within a time limit and impose a fine of not less than five thousand yuan but not more than ten thousand yuan; If it fails to change within the time limit, the halal food license shall be revoked and the halal signboard shall be recovered.
(seven) in violation of the provisions of article fifteenth of these regulations, it shall be ordered to make corrections within a time limit; Overdue reform, punishable by a fine of five hundred yuan and one thousand yuan.
(8) Units and individuals that produce and operate halal food fail to slaughter and process halal beef, mutton and poultry according to the customs of ethnic minorities with customs in muslim food, and shall be ordered to suspend business for rectification within a time limit, confiscate their illegal income and impose a fine of not less than 1,111 yuan but not more than 5,111 yuan; If it fails to change within the time limit, the halal food license shall be revoked and the halal signboard shall be recovered.
