The specific scope of the urbanization management area shall be delineated and announced by the people's governments of cities and counties (districts). Article 3 Outdoor advertisements as mentioned in these Regulations refer to various forms of commercial advertisements and public service advertisements published in the external space of buildings, vehicles under construction and other carriers, urban roads and various public places.
The term "plaque logo" as mentioned in these Regulations refers to the logo with name, font size, logo and other contents set in the office and business premises. Fourth city and county (District) people's government should strengthen the leadership of outdoor advertising and plaque management.
Town People's Government, sub-district offices and development zone management agencies shall, in accordance with their duties, assist relevant departments to do a good job in the supervision and management of outdoor advertisements and plaque signs according to law. Article 5 The municipal urban management department shall be responsible for the management of outdoor advertisements and plaque signs in this Municipality, and guide, coordinate and supervise the management of outdoor advertisements and plaque signs in counties (districts).
County (District) urban management department is responsible for the management of outdoor advertising and plaque signs within their respective administrative areas.
Market supervision and management, transportation, housing and urban and rural construction, natural resources and planning, public security, emergency management, meteorology, water affairs and other departments shall, within the scope of their respective functions and duties, do a good job in the supervision and management of outdoor advertisements and plaque signs. Article 6 An advertising association shall strengthen industry self-discipline, guide its members to engage in advertising business activities according to law, and improve the design and setting level of outdoor advertisements and plaque signs. Article 7 The urban management department shall establish an information management platform for outdoor advertisements and plaques, which shall be incorporated into the management of smart cities, so as to facilitate the inquiry and supervision of the masses, interested parties, the public and relevant management departments and improve management efficiency. Chapter II Planning and Standardization Article 8 The municipal and county administrative departments shall, jointly with the departments of natural resources and planning, housing and urban and rural construction, organize the preparation of outdoor advertising and plaque marking plans and technical specifications for outdoor advertising and plaque marking, which shall be promulgated and implemented after being approved by the people's government at the same level.
Outdoor advertising planning should specify the prohibited areas, control areas and corresponding management requirements.
Outdoor advertising planning should be planned at a reasonable location not less than 20% of the total space of public service advertisements. Article 9 The urban management department of a county (district) shall, jointly with the natural resources and planning departments, prepare detailed plans according to the outdoor advertising and plaque marking plans, which shall be promulgated and implemented after being approved by the county (district) people's government. Tenth outdoor advertising settings, should comply with the overall planning of the city (town), outdoor advertising planning, city appearance standards, technical specifications, and shall not hinder traffic and damage the city appearance. Eleventh any of the following circumstances, shall not set up outdoor advertising:
(a) the use of traffic safety facilities, traffic signs;
(two) the impact of municipal public facilities, traffic safety facilities, traffic signs, fire control facilities, the use of fire safety signs;
(three) the use of street trees or damage to green space;
(four) the use of the top of the building to set up large outdoor advertisements;
(five) hinder the production or people's life, damage the appearance of the city;
(six) in the state organs, cultural relics protection units, scenic spots and other construction control zones. Or areas where outdoor advertisements are prohibited by local people's governments at or above the county level;
(seven) other circumstances stipulated by laws and regulations.
The establishment of public service advertisements shall be implemented in accordance with the relevant provisions of the state. Twelfth plaque signs shall meet the following requirements:
(a) the plaque logo conforms to the requirements of detailed planning and technical specifications, is unified with the architectural style of the building, and is in harmony with the urban landscape and the surrounding environment;
(two) the person who sets the plaque logo shall set the plaque logo at the registered address and legal business premises;
(3) Plaque signs on both sides of key areas and urban main roads shall be uniformly planned by urban management departments in combination with architectural style, main functions and other factors, reflecting distinctive features;
(four) a unit or business households generally can only set up a plaque logo, there are more than one street facade, each street facade can be set up;
(five) it is forbidden to use buildings (structures) to set up non-hollow plaque signs on the roof. Thirteenth the use of public places, municipal public facilities, roads and other municipal public resources to set up outdoor advertising, it should be through the tender, auction and other fair transactions to determine the winning bidder or transferee. Chapter III Licensing and Filing Article 14 The establishment of large-scale outdoor advertising facilities shall go through the examination and approval procedures in accordance with the relevant provisions of the state, and shall not be established without examination and approval.
The urban management department is responsible for the examination and approval of the establishment of large outdoor advertising facilities.
The term "large outdoor advertising facilities" as mentioned in these Regulations refers to outdoor advertising facilities with a length of more than four meters or an area of more than ten square meters on both sides.
