In order to further optimize the business environment in our province, effectively solve the problems of nonstandard expressions of business scope of market subjects, inconsistent registration standards, failure of applicants to fill in, and * *. On the basis of summing up the pilot experience of standardization of business scope registration of enterprises in Shandong Pilot Free Trade Zone, the provincial bureau decided to implement the standardization of business scope registration of market entities in the whole province from July 5, 2121, so that market entities can enjoy the reform dividend. The relevant matters are hereby notified as follows.

1. Work objectives

Give full play to the advantages of enterprises in setting up a "one window, one network in the whole province" system, standardize the business scope of market entities, and provide more standardized and convenient registration services for market entities. Implement the list management system of enterprise-related licensing matters and the negative list system of market access, clarify the business scope expression corresponding to enterprise-related business licensing matters, clarify the corresponding relationship between licenses, and clarify the scope of prohibited areas. Further improve the connection between registration and administrative licensing, and better serve important reform tasks such as "separation of licenses", "integration of multiple licenses" and "one license for one industry".

II. Main Work

The General Administration of Market Supervision has formulated and issued the Catalogue of Normative Expressions for Business Scope Registration, which distinguishes and labels general business items from licensed business items, and implements unified national standards, unified contents and dynamic updating management for the standardized catalogue and standardized expressions for business scope. The normative catalogue establishes the corresponding relationship between normative items and business-related licensing matters set by the central and provincial levels, and establishes the corresponding relationship between normative items and negative list of market access. Market supervision departments at all levels or administrative examination and approval service departments should focus on the following aspects in their daily registration, guiding applicants to fill in the business scope in a standardized way:

Standardize the classification and labeling of business scope. Standardized business scope registration is divided into general business projects and licensed business projects. Enterprise registration departments at all levels shall, when registering the business scope for the enterprise, classify and mark the items according to the business scope specifications selected by the applicant, so as to facilitate the applicant to handle relevant licensing procedures and carry out business activities according to law. 1. General business projects. At present, the general business project specification is uniformly marked with "General Project:", and the related items are uniformly marked with "". Engaged in general business projects, the applicant can independently carry out business activities according to law after receiving the business license. 2. Licensed business projects. At present, "Licensed Project:" is uniformly marked in the Code for Licensed Business Projects, and ""is uniformly marked after relevant items. The business license does not record the specific contents of the approval documents or licenses of the relevant licensing departments, and the licensed business projects are registered by using standardized items. The specific conditions, scope and time limit for market participants to engage in licensed business projects are regulated and limited by the approval documents or licenses of the relevant licensing departments. Licensing items include pre-licensing and post-licensing. Where the business scope involves pre-licensing, the applicant shall, after obtaining the pre-licensing certificate, apply to the enterprise registration department to change the business scope and increase the corresponding licensing items; Where post-approval or filing management is involved, the applicant shall apply to the relevant departments for the corresponding post-approval after obtaining the business license. For pre-licensing and post-licensing matters, the applicant shall carry out business activities after obtaining the approval of relevant departments, and the specific business projects shall be subject to the approval documents or licenses of relevant departments.
