1. Implement the corporate responsibility contract system. Employees in the housing and construction sector in the city (construction units, real estate development enterprises, construction enterprises, survey and design enterprises, supervision enterprises, property service enterprises and various intermediary service agencies in the housing and construction industry, etc.) should strictly implement the main responsibilities of legal entities clearly defined in the relevant documents on epidemic prevention and control, implement the basic requirements for epidemic prevention and control, establish an epidemic prevention and control work system and an emergency work mechanism, and conscientiously do a good job in full coverage investigation of personnel before returning to work, so as to ensure that they should be thoroughly investigated and managed by classification; After reaching the standard of resumption of work, it can be resumed only after being confirmed by the local housing and construction authorities; After returning to work, we should strictly implement various prevention and control systems, do a good job in daily epidemic prevention and control, and ensure the safety of returning to work. Once an epidemic situation is discovered, we should immediately stop production and quickly start the emergency response process until the disease control department has passed the assessment.

Business units in the field of housing and construction fail to implement the main responsibility, violate the relevant provisions on epidemic prevention and control, and under any of the following circumstances, the local housing and construction authorities shall order them to make corrections within a time limit, informed criticism, and implement credit deduction points according to the "informed criticism" credit evaluation criteria.

(1)? Failing to implement the basic requirements for epidemic prevention and control;

(2)? The epidemic prevention and control system is not in place;

(3)? Failing to apply for project employment in accordance with the provisions;

(4)? The investigation of subordinate personnel is not in place;

(5)? The daily epidemic prevention and control work is not in place after the resumption of work;

(6)? The emergency work mechanism for epidemic prevention and control is not perfect;

(7)? Other violations of epidemic prevention and control requirements.

third,? If the business unit in the field of housing and construction fails to implement the main responsibility and violates the relevant provisions on epidemic prevention and control, resulting in the spread of the epidemic, the local housing and construction authorities shall deduct credit points according to the following credit evaluation criteria:

(1)? If the epidemic situation of 1 people is confirmed, credit points will be deducted according to the general safety accident standards;

(2)? If the epidemic situation of 2 people is confirmed, credit points will be deducted according to the standards of major safety accidents;

(3)? If the epidemic situation of three or more people is confirmed, credit points will be deducted according to the standards of major safety accidents.

(4)? If the business unit in the field of housing and construction fails to implement the main responsibility and violates the relevant provisions on epidemic prevention and control, under any of the following circumstances, the local housing and construction department shall be banned from the market for a certain period of time according to the law, and shall not undertake new projects within the administrative area of our city, and shall be held accountable according to the law; If the circumstances are serious, it will be handed over to the relevant departments for criminal responsibility.

(1)? Failing to reach the standard of resumption of work and production without authorization;

(2)? After discovering the epidemic situation, it fails to carry out emergency treatment according to the regulations or resumes production without authorization if the treatment is unqualified;

(3)? Falsely reporting, concealing, intentionally misreporting the information on epidemic prevention and control, and the occurrence of epidemic due to management confusion.

Local housing and construction authorities should take the implementation of epidemic prevention and control work as the primary task of post-holiday resumption inspection, intensify supervision and inspection, ensure that prevention and control are in place, and strictly incorporate the epidemic prevention and control work of market players in the housing and construction field into the credit evaluation system. The Municipal Housing and Urban-Rural Development Bureau will set up a special inspection team to supervise and inspect the implementation of the local housing and construction authorities.
