Article 2 The rights and interests of consumers who purchase or use commodities or receive services for their daily consumption within the administrative area of the autonomous region shall be protected by these Measures. Operators shall abide by these measures when providing consumers with the commodities they produce and sell or providing services. Article 3 The protection of consumers' legitimate rights and interests shall be based on the principle of combining state protection, self-discipline of business operators and social supervision. Article 4 The people's governments at or above the county level shall establish consumer rights protection committees to lead, organize and coordinate the work of protecting consumers' legitimate rights and interests, strengthen cooperation among departments, urge relevant administrative departments to perform their duties of protecting consumers' legitimate rights and interests, and support consumer associations to perform their duties of protecting consumers' legitimate rights and interests according to law.

Article 7 The autonomous region encourages and supports all organizations and individuals to conduct social supervision over acts that harm the legitimate rights and interests of consumers.

Chapter II Consumers' Rights and Operators' Obligations Article 8 Consumers shall enjoy all rights stipulated in the Law of the People's Republic of China on the Protection of Consumers' Rights and Interests and other relevant laws and regulations. Article 9 When consumers purchase or use commodities or receive services, their personal rights or property, such as life and health rights, name rights, portrait rights, reputation rights, honor rights and personal privacy, are damaged, they have the right to ask business operators to stop the infringement, restore their reputation, eliminate the influence, make an apology and compensate for the losses. Article 11 when purchasing, using or receiving services, consumers shall enjoy the following rights to know according to laws, industrial rules and industrial practices:

(1) Price, place of origin, producer, use, performance, specification, grade, main ingredients, net content, production date, expiration date, inspection certificate, instructions on usage, skills, risk warning, after-sales service, etc.

(2) the contents, specifications, fees, standards, inspection reports or maintenance service records of the relevant services. Article 11 Consumers have the right to choose their own operators to provide goods or services, and choose their own products or service methods.

Article 13 When providing commodities or services to consumers, business operators shall perform their obligations in accordance with the Law of the People's Republic of China on the Protection of Consumers' Rights and Interests, the Law of the People's Republic of China on Product Quality, the Law of the People's Republic of China on Price and other laws and regulations and the provisions of these Measures.

if the operator has an agreement with the consumer or the operator makes a commitment to the consumer, it shall perform its obligations according to the agreement or commitment, but the agreement between the two parties or the commitment of the operator shall not violate the provisions of laws and regulations. Article 14 Operators shall not set unfair and unreasonable trading conditions, exempt operators from responsibilities, increase consumers' obligations, exclude consumers' rights, etc. by means of standard clauses when providing commodities or services to consumers. Do not force or mislead consumers to conduct transactions. Article 15 when providing commodities or services, business operators shall not commit the following acts:

(1) The commodities sold or the services provided do not meet the requirements for protecting personal and property safety;

(2) using fictitious transactions, false bid volume, false comments, colluding with others or hiring others to induce sales;

(3) making false on-site demonstrations and explanations of commodities or services;

(4) doping, adulterating, passing off fake goods as genuine goods, passing off substandard goods as qualified goods, and selling expired, deteriorated or expired goods;

(5) Jerry-building, stealing materials, stealing spare parts, over-repairing or falsely reporting materials for employment;

(6) expressing the price by means of false clearance price, sale price, lowest price and preferential price;

(7) selling goods or providing services by means of false or misleading descriptions, standards and physical samples;

(8) misleading consumers by concealing or exaggerating the quantity, quality and performance of commodities or services and other information that is of great interest to consumers;

(9) Goods such as substandard goods, defective products and off-grade should be marked but not marked;

(11) Infringe upon the exclusive right to use a registered trademark or copyright of others, or forge or falsely use certification marks and other quality marks;

(11) Forge the place of origin of commodities, tamper with the date of production of commodities, forge or falsely use other people's factory names and addresses, and engage in business activities with false names and marks (including trademarks, green product certification marks, organic product marks, etc.);

(12) selling goods that have been explicitly eliminated by the state and stopped selling;

(13) providing goods or services with false names and marks;

(14) The goods sold shall be inspected and quarantined according to law, but they have not been inspected or quarantined, or the inspection and quarantine results are forged;

(15) collecting consumer prices or fees and not providing goods or services as agreed;

(16) other acts stipulated by laws and regulations.
