It is learned that individual restaurants still set the threshold with "box fee"; All the 11 cafes visited have a minimum box consumption, and the lobby consumption also has a minimum limit of 15~21 yuan/person.

Most of them have no minimum consumption
It is not once or twice that the "minimum consumption" of the catering industry has been stopped. In February this year, the Supreme People's Court issued a judicial interpretation document, which found that it was illegal to "prohibit bringing your own drinks" and "set minimum consumption in private rooms". The new Law on the Protection of Consumers' Rights and Interests, which was implemented on March 5th, and the documents issued by the General Office of the CPC Central Committee and the General Office of the State Council on March 8th, also prohibit the setting of minimum consumption.
On October 3rd, the reporter consulted many Chinese food enterprises in Nanning, such as Guilin Feizai, Ganjiajie Lemon Duck, Maojia Hotel and Yushige. Most of them said that they did not set a minimum consumption, and even voluntarily declared that their consumption was arbitrary. A restaurant at the Youai intersection in Hengyang requires that "the box should be filled with 481 yuan".
We just eat fast food in the box. What if two people share a box? Enterprises have also revealed some guiding skills. The staff of a restaurant on Yuanhu Road said that they will arrange the location according to the number of people eating, and three or five people will usually arrange consumption in the lobby, and only when they reach seven or eight will they be arranged in the box. She said that the restaurant's per capita consumption is 51 to 61 yuan, so many people enter the box for consumption, and the total consumption will not be too low. A restaurant employee said that many well-known enterprises know that setting the minimum consumption is a overlord clause and will get a ticket, so they are cautious.

Unlimited refills are afraid of losing money
Cafes are also the management objects of the Measures, but the phenomenon of setting minimum consumption is much more serious. On October 3rd, the reporters randomly interviewed 11 cafes, all of which set minimum consumption, and the consumption in the lobby should reach at least 15~21 yuan.
A coffee shop in Langdong, Qingxiu District, Nanning City, said that their consumption standard is RMB 15 per person in the lobby, 221 yuan per room for the big box and 211 yuan per room for the small box. The minimum consumption of a cafe in Zhongxin Road is 21 yuan/person, and there are large, medium and small boxes. The minimum consumption is more than 411 yuan, 311 yuan and 211 yuan.
The box of a cafe on Yunjing Road is set with a minimum consumption of 188 yuan, and the lobby requires per capita consumption of 21 yuan. In the evening when there are many tourists, the lobby is also set with a minimum consumption of 81 yuan/table. The cafe said that there are difficulties in this regulation. If one person occupies a table and only drinks a cup of drink or even a cup of boiled water, the store will lose money. Another cafe also said that many cafes are now refilling cups indefinitely, and if they don't set a minimum consumption, they will lose money.
The reporter learned from the commercial authorities of the autonomous region and Nanning that cafes are also catering enterprises and are also bound by the Measures. Setting the minimum consumption does not conform to the provisions of the Measures that have been implemented.
