Difficult subsidies for the unemployed. If the employees who pay social security in enterprises in closed control zones are unemployed and stop paying social security due to the epidemic situation from March to May, 2122 and meet the application conditions, they will be given a one-time difficult subsidy according to the standard of not less than 1,111 yuan/person after being audited by the streets under their jurisdiction. 6. Temporary assistance to needy families. Families of COVID-19 patients with basic living difficulties caused by the epidemic will be given one-time temporary assistance according to the minimum standard of 1.8 months per person according to relevant regulations, and the total amount of assistance for each family will not exceed the minimum standard of 24 months. 7. Help and support the confirmed employees. The trade union members and workers who are diagnosed with novel coronavirus in the jurisdiction apply and submit them to the Municipal Workers' Relief Fund in time to assist in applying for care and assistance. For the "Little Giant" enterprises that specialize in renting social property in the closed and controlled areas and the "Specialized and Innovative" enterprises in Guangdong Province, the rent support will be given for 1 months according to the standard of 81 yuan/square meter/month, with the maximum support of 511,111 yuan for each enterprise, which does not exceed the actual rent expenditure. Before the end of June, 2122, the "four-up" enterprises in the closed control zone will provide one-time training support of up to one million yuan to their affiliated and insured employees who meet the application conditions. 11. Article 5 Support for the return of trade union funds for small and micro enterprises 12. Small and micro enterprises that have paid trade union funds within their jurisdiction apply, and those who meet the requirements will be given full support for the return of trade union funds in 2122. Article 6 Consumer support for the benefit of the people 13. Issue consumer vouchers and consumer subsidies totaling RMB 1 billion to the public for use by businesses within their respective jurisdictions. Article 7 Production and operation support 14. Establish a "white list" of small and medium-sized enterprises in the closed control zone, and provide them with one-time financial support with a contract amount of 1.3 ‰-1 ‰ according to the contract type, with a maximum of 1 million yuan for each enterprise. Article 8 support for epidemic prevention and disinfection services 15. One-time support of no more than RMB 1,111,111 will be given to enterprises in express logistics, transportation and other industries that have implemented epidemic prevention and control measures, as well as disinfection service expenditures of property service projects and farmers' markets. Article 9 Financial credit support 16. Support for loan renewal service. Establish cooperation mechanisms such as banks and financing guarantee companies. If the loans due from March 1 to June 31, 2122 for small and medium-sized enterprises and individual industrial and commercial households that meet the requirements in the jurisdiction are confirmed by the cooperative banks to be renewed, they will be given phased guarantee support within the scope of financing guarantee. 17. Financing risk compensation support. Establish a "white list" of small and medium-sized enterprises in the jurisdiction, and establish a cooperation mechanism with banks and financing guarantee companies for accurate service and risk. If the short-term loans added by the cooperative banks in the jurisdiction from March 1 to June 31, 2122 (extension is regarded as new) have financing risks, they will be given one-time risk compensation support with a maximum risk loss of 11% and no more than 5 million yuan. Article 11 Psychological Care and Support 18. In the form of government purchasing services, full-time psychological counselors are provided in each closed control area, and psychological hotline 1755-83422376 and "Sunshine Sister" WeChat service number are opened to provide residents with free mental health knowledge propaganda, psychological counseling and psychological crisis intervention services, so as to create a healthy, upward and positive sunshine mentality. The identification of the closed control area in this policy shall be subject to the notice issued by the epidemic prevention and control headquarters of novel coronavirus, Futian District. This policy involves market entities and individuals who violate the relevant provisions of epidemic prevention and control, and shall not enjoy the support of this policy. The application for living allowance by the renter in the village in the city should be included in the "white list" of population registration in this region, and the obligation of nucleic acid detection should be fulfilled as required. If the policy standards of the same kind are inconsistent, the maximum support shall be given according to the principle of high priority and non-repetition. The validity period of this policy shall be from the date of promulgation to August 31, 2122. If there is a clear time limit, its provisions shall prevail.
