I. Conditions for resumption of work All enterprises and projects that intend to resume work should implement the main responsibility of epidemic prevention and control and health management, incorporate them into the city's epidemic prevention and control information system, and meet the following conditions:
(1) Formulating plans for epidemic prevention and control and resumption of work and production. The plan for resumption of work and production should include the organization, division of responsibilities, epidemic prevention and control measures, epidemic prevention and control material reserves and other contents of the enterprise.
(2) Prepare epidemic prevention and control materials. According to the number of employees and prevention and control needs, purchase epidemic prevention and control materials such as masks and disinfectants equipped for at least 2 weeks, and establish inventory and use ledgers.
(3) Implement the management and control requirements for employees. Do a good job in employee screening and registration, arrange centralized isolation or home isolation 14 days in key epidemic areas outside the province, and return to Zhengzhou for 7 days in other cities in the province. Implement and formulate measures to return to work after peak shift, adhere to temperature screening, do a good job in health protection, and put an end to gathering activities.

For industrial enterprises, service enterprises and construction projects that have the conditions to resume production, enterprises or owners should apply to the joint audit team and submit written commitments and other necessary related materials. The joint audit team shall complete the audit within 3 days, and if it passes the audit, it shall issue a notice of resumption of work and production to the enterprise or the owner unit, and report it to the municipal industry department for the record.
County (city, district) people's governments, development zone administrative committees and relevant departments should strengthen daily supervision and guidance, and enterprises that fail to take preventive and epidemic prevention measures, delay reporting, conceal or omit reporting the epidemic situation should be severely punished according to law. Enterprises that have resumed production without approval and do not meet the basic conditions for resuming production shall be ordered to stop production. Discipline inspection and supervision organs should seriously investigate and deal with laziness, dereliction of duty, dereliction of duty and other acts in the process of resuming work and production.
