City appearance and environmental sanitation management activities within the jurisdiction of the municipal government agencies shall be implemented with reference to these regulations.
Towns and cities can refer to these regulations. Article 3 People's governments at all levels shall incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan and coordinate it with economic and social development; Strengthen the guarantee of city appearance and environmental sanitation funds, earmark funds, establish and improve a diversified investment mechanism based on public finance, and promote the marketization and socialization of the city appearance and environmental sanitation industry. Article 4 The administrative department of urban management of the Municipal People's Government shall be responsible for the management of city appearance and environmental sanitation in this Municipality.
The competent department of city appearance and environmental sanitation of the county (city) District People's Government shall be responsible for the management of city appearance and environmental sanitation within its jurisdiction.
Street offices and town people's governments are responsible for the management of city appearance and environmental sanitation within their respective jurisdictions.
Housing and urban and rural construction, urban and rural planning, environmental protection, health, industry and commerce, public security, transportation and other departments in accordance with their respective responsibilities to do a good job in the management of city appearance and environmental sanitation.
Patriotic health campaign committee at all levels shall be responsible for coordinating, guiding and inspecting the implementation of these Regulations within their respective jurisdictions. Article 5 The main responsibilities of the city appearance and environmental sanitation departments of the people's governments at all levels are:
(a) the implementation of city appearance and environmental sanitation management regulations, the specific organization and leadership of the city appearance and environmental sanitation management team, the exercise of management functions;
(II) to assist the planning department in preparing the development plan of city appearance and environmental sanitation and the special plan of environmental sanitation, outdoor advertising and urban landscape lighting, organize the preparation of the annual plan of city appearance and environmental sanitation, and participate in the review of the planning and design scheme of urban environmental sanitation facilities and the completion and acceptance of environmental sanitation facilities;
(three) to inspect, supervise and guide the city appearance and environmental sanitation work of all units;
(four) to formulate specific measures for socialized paid services of city appearance and environmental sanitation;
(five) the organization of city appearance and environmental sanitation science and technology research and popularization of scientific and technological achievements. Article 6 People's governments at all levels and relevant departments and units shall strengthen the publicity of laws and scientific knowledge about city appearance and environmental sanitation, guide citizens to develop good hygiene habits, and improve citizens' public health ethics and environmental sanitation awareness.
Units and individuals shall respect the work of city appearance and environmental sanitation workers, and shall not hinder or obstruct the city appearance and environmental sanitation workers from performing their official duties. Seventh city appearance and environmental sanitation departments shall establish a reporting system. Anyone who finds any violation of these regulations may report to the competent department of city appearance and environmental sanitation. The department that receives the report shall seriously investigate and deal with it and give feedback to the informant. Eighth city appearance and environmental sanitation work to implement standardized management, management, operation, design, development and other work should be carried out in accordance with national, provincial and municipal standards.
People's governments at all levels shall implement the environmental sanitation labor quota and operating expenses. Environmental sanitation work units shall conclude labor contracts with environmental sanitation workers, handle social insurance according to law, and gradually improve the wages and welfare benefits of environmental sanitation workers. Ninth city appearance and environmental sanitation departments should implement scientific management of city appearance and environmental sanitation work, and give professional guidance to those responsible for city appearance and environmental sanitation. In accordance with the principle of combining professional inspection with social supervision, organize regular inspection of city appearance and environmental sanitation, and publish the inspection results. Those who fail to perform their duties shall be ordered to make corrections and be informed criticism. Article 10 This Municipality implements the system of city appearance and environmental sanitation responsibility area. The competent department of city appearance and environmental sanitation shall inform the responsible person in writing of the specific scope of city appearance and environmental sanitation responsibility.
City appearance and environmental sanitation responsibility area refers to buildings, structures and other facilities, places and certain areas owned, used or managed by units and individuals.
City appearance and environmental sanitation responsibility area is determined according to the following provisions:
(a) urban roads, bridges, underpasses, public squares, public waters and public toilets, by the maintenance units and cleaning units responsible for the division of responsibilities;
(two) streets, residential areas and villages in the city, by the street office or the town people's government is responsible for. Property management in residential areas is the responsibility of property service enterprises;
(three) airports, railway stations, bus stations, motor vehicle parking lots, parks, ports, hotels, shopping malls and other public places, by the business units or management units;
(four) the administrative areas of organs, organizations, military units, schools, hospitals, factories and mines and other enterprises and institutions shall be in charge of this unit;
(five) the management unit is responsible for the city fairs, exhibitions and other places;
(six) the employees are responsible for all kinds of stalls in the city;
(seven) the water surface within the business scope of this Municipality's port passenger and cargo terminal is responsible for the port passenger and cargo terminal business unit;
(eight) the urban river and its cross-strait management areas shall be in charge of the river management unit;
(nine) responsible for the management and maintenance of urban green space;
(ten) the construction site is the responsibility of the construction unit, and the construction land that has not yet started is the responsibility of the construction unit;
(eleven) according to the scope of land use, the railway transportation enterprises or relevant units are responsible for the railway in the city.
The responsibility of city appearance and environmental sanitation is not clear, and the determination of the responsible person is controversial, which shall be determined by the competent department of city appearance and environmental sanitation; Cross administrative regions shall be determined by the competent department of city appearance and environmental sanitation at the next higher level.
