** City Gas Management Office recently conducted a joint inspection of 18 LPG companies (stations) in the city and 56 business outlets in the urban area in order to strengthen safety management and ensure the safety of state property and people's lives, and investigated and dealt with 15 problematic business outlets, 3 of which were illegally operated and confiscated.

The gas market in * * city has been improved obviously through rectification and inspection.

1. Leaders take the lead and fully realize the importance of strengthening gas safety supervision and the necessity of cleaning up and rectifying the gas market ideologically.

The municipal government attaches great importance to this cleaning up, rectifying and inspecting the gas market. Chen Zhongyi, deputy secretary general of the municipal government, personally presided over a meeting led by eight departments and units, namely the Municipal Construction Committee, the Municipal Technical Supervision Bureau, the Municipal Safety Supervision Administration, the Municipal Fire Brigade, the Municipal Administration for Industry and Commerce, the Municipal Transportation Bureau, the Municipal Public Security Bureau and the Urban Management Supervision Detachment. To study and formulate a special rectification plan, and set up a leading group for cleaning up and rectifying the gas market in * * with eight members. Adhere to the policy of "safety first, prevention first", enhance the sense of responsibility, implement the regulatory responsibilities, strengthen the legal awareness of gas safety management, and curb and put an end to all kinds of gas accidents.

4. using special transport vehicles that do not meet the relevant provisions of the state and the province or vehicles without a dangerous goods transport license to transport liquefied petroleum gas;

5. using unqualified steel cylinders to fill liquefied petroleum gas;

6. Operating gas without obtaining the Gas Business License;

7. Non-gas enterprises sell cylinders filled with liquefied petroleum gas;

8. Inflated but unmarked liquefied petroleum gas cylinders enter the market.

3. Clarify the operation according to law and standardize the gas market

In order to make the gas operating enterprises clear their goals and operate according to law, and make the gas market gradually move towards the track of standardization and legalization, * * City has clearly defined the specific provisions of the gas market.

1. The established gas business enterprises must be examined by the local construction administrative department, and obtain the Business License for Gas Enterprises issued by the provincial construction administrative department, the Filling License issued by the quality and technical supervision department, the fire building audit and acceptance opinion issued by the local public security fire department, and the Business License issued by the industrial and commercial administrative department before they can engage in gas business activities.

2. Those who engage in monopolistic business operations will be severely punished according to law.

3. The operating outlets for liquefied petroleum gas shall be set up by enterprises that have obtained the Business License for Gas Enterprises with the approval of the construction administrative department on the principle of reasonable layout and convenience for the masses.

4. Employees operating outlets should belong to qualified gas enterprises, and their interests are linked with the corresponding enterprises. All gas enterprises must be responsible for the safety of business outlets.

5. The approved operating post must collect cans on the same day, fill them on the same day and send them out on the same day. Inflated heavy steel cylinders are not allowed to be stored centrally in business outlets, and inflated steel cylinders are not allowed to remain at night.

6. The development of pipeline gas is the main city gas, and no new LPG stations will be approved in the future.

IV. Defining the responsibilities of departments and establishing a long-term management mechanism

In order to establish a long-term management mechanism for the management of urban gas market, the responsibilities of various departments in the management of gas market have been clearly defined.

1. The municipal construction administrative department is responsible for the implementation, implementation and publicity of the Regulations on Gas Management in Jilin Province; Responsible for guiding the planning and layout of business outlets and industry management, as well as reviewing business outlets. In violation of the relevant provisions of the "Regulations" of Jilin province gas management shall be investigated and dealt with according to law.

2. The Municipal Administration of Work Safety shall, jointly with the municipal construction administrative department, be responsible for the daily supervision and inspection of the industry in the whole city according to relevant laws and regulations.

3. The administrative department for industry and commerce is responsible for issuing the Business License and annual inspection to the local enterprises that have obtained the conditions for operating gas, and investigating and handling the units that operate without the Business License according to law.

4. The Municipal Bureau of Quality and Technical Supervision shall do a good job in the general survey of gas cylinders and the safety management of filling and using gas cylinders according to the Regulations on Safety Supervision of Special Equipment. Responsible for the city's filling of non-proprietary gas cylinders, unqualified gas cylinders and illegal transfer of liquefied petroleum gas without pasting the filling mark according to regulations, and investigate and deal with them according to law.

5. The Municipal Transportation Bureau should severely punish the use of special transport vehicles that do not meet the relevant provisions of the state and province and vehicles without a Dangerous Goods Transport Permit, and severely investigate and deal with illegal acts in accordance with relevant laws and regulations.

6. The public security department should assist relevant local departments to do a good job in law enforcement and protection, and resolutely stop acts that refuse to be investigated and dealt with according to law, and fail to rectify or disrupt the order of the gas market in time, in accordance with relevant laws and regulations, and impose public security detention according to law if the circumstances are serious.

7. The public security fire brigade is responsible for the supervision and inspection of the fire safety of gas enterprises. For gas enterprises that do not meet the fire safety requirements, they shall suspend business for rectification within a time limit according to law, and if the circumstances are serious, they shall be sealed up.

8. The municipal urban management supervision detachment should resolutely stop the collection of liquefied petroleum gas along the street and in the urban area in strict accordance with the Regulations on the Administration of City Appearance. If the circumstances are serious, it will be punished according to relevant laws and regulations.

5. Coordinate and cooperate, manage the urban gas market well according to law

1. Do a good job in training, hire professionals to explain the knowledge of gas safety management, seriously study the Regulations on Gas Management in Jilin Province, enhance the sense of responsibility and strengthen the legal awareness of gas safety management.

2. In view of the gas safety management, all relevant departments and gas companies signed a letter of guarantee responsibility for safety production, and the gas companies signed a letter of guarantee responsibility with the gas sales service stations under them.

3. Establish effective mechanisms of "joint investigation", "mutual investigation" and "self-examination". Regular or irregular joint inspection, supervision and inspection of each gas station, self-inspection of each gas station, and long-term multi-level inspection and restriction mechanism.

4. Implement the property right reform of gas cylinders, fully realize that the gas cylinder filling unit has the property right of gas cylinders, and provide users with packaged gas cylinders, which are rented by users. The filling unit is responsible for filing and registering gas cylinders, and is fully responsible for the safe use and maintenance of gas cylinders, thus completely solving the long-standing problems of unclear number of gas cylinders, unclear safety status, high accident rate, low inspection rate and unattended gas cylinder safety.
