Article 2 These Provisions shall apply to the implementation of the main responsibility of production safety by production and business units within the administrative area of this Municipality. Article 3 Production and business operation entities include enterprise legal persons engaged in production or business operation, partnership organizations without the qualification of enterprise legal persons, individual industrial and commercial households and natural persons. Article 4 Production and business operation entities shall, in accordance with the requirements of laws and regulations, strengthen the management of production safety, establish and improve the responsibility system and rules and regulations for production safety, improve the conditions for production safety, promote the standardization of production safety, implement national standards and industry standards, improve the level of production safety and ensure production safety. Article 5 A production and business operation entity is the main body responsible for the work of production safety, and its main person in charge is the first person in charge of production safety in this entity, and is fully responsible for the implementation of the main responsibility of production safety in this entity. township governments, sub-district offices, development zone management agencies and other local government agencies shall, in accordance with their duties, strengthen the supervision and inspection of the safety production situation of production and business units within their respective administrative areas, assist relevant departments of the people's government at higher levels, and supervise and manage the implementation of the main responsibility for safety production by production and business units within their respective jurisdictions. Chapter ii responsibility for ensuring safety in production article 7 production and business operation entities shall formulate the following rules and regulations for safety in production in accordance with laws and regulations, national standards and industry standards, and regularly analyze the implementation effect, and revise them in a timely manner:

(1) the responsibility system for safety in production and the assessment, reward and punishment system for safety in production, including the system of "one post with two responsibilities", the system of "one vote veto", the responsible personnel of each post, the scope of responsibility and the content of safety in production.

(2) standardized operation system for posts, which specifies the standardized safety operation procedures for each post in the whole production and operation process;

(3) safety production standardization construction system;

(4) the management and application system of safety production capital investment and safety production cost extraction;

(5) safety education and training system;

(6) safety production inspection system, including daily safety inspection, professional safety inspection and hidden danger investigation and management system of production and business units;

(7) the "three simultaneities" management system, in which the safety facilities of construction projects are designed, constructed and put into production and use at the same time (hereinafter referred to as "three simultaneities");

(8) major hazard source management system, in which major hazard sources are registered and filed according to law, tested, evaluated and monitored regularly, and emergency plans are formulated;

(9) hazardous operation management system;

(11) occupational health management system;

(11) labor protection articles equipment, management and use system;

(12) production safety accident reporting, investigation and handling system;

(13) emergency plan management and drill system;

(14) other management systems to ensure safety in production. Article 8 The principal responsible person of a production and business operation entity shall have the following responsibilities for the work safety of the production and business operation entity:

(1) Organizing the formulation of the work safety system of the entity and supervising its implementation;

(2) to ensure the effective implementation of the investment in production safety of this production and business operation entity;

(3) organize a comprehensive inspection of production safety at least once every six months, study and analyze the problems existing in production safety, and urge the implementation of accident prevention, hidden danger investigation and rectification measures;

(4) Organize and participate in accident emergency rescue drills at least once a year;

(5) Organize emergency rescue in case of an accident, report the accident to the relevant departments such as safety production supervision and management in time, do a good job in the aftermath, and cooperate with the investigation and handling;

(6) report the situation of work safety to the workers' congress or workers' congress, shareholders' meeting or shareholders' meeting every year, and accept the supervision of the trade unions, employees and shareholders on the work of work safety;

(7) Other safety production duties as stipulated by laws and regulations. Article 9 The person in charge of production safety in a production and business operation entity shall perform the following duties of production safety:

(1) To guide the formulation of the production safety system of the entity and organize its implementation;

(2) Organize a comprehensive inspection of production safety at least once every quarter, listen to the work reports of production safety management institutions and production safety management personnel, study and solve the existing problems of production safety in time, and report the work of production safety to the main person in charge;

(3) organizing the implementation of accident prevention, monitoring of major hazard sources, investigation and rectification of hidden dangers and prevention and control measures of occupational hazards;

(4) Organize and participate in accident emergency rescue drills at least once every six months;

(5) Other safety production duties as stipulated by laws and regulations.

other responsible persons in charge of production and business operation entities shall perform their duties of work safety in accordance with the provisions of the preceding paragraph within their respective duties.
