(1) Certification application. The applicant to China Green Food Development Center (hereinafter referred to as the center) and its provinces (autonomous regions and municipalities directly under the central government) green food office, green food development center (hereinafter referred to as the provincial green office) to receive the "green food logo use application form", "enterprise and production situation questionnaire" and related materials, or download from the center website. The applicant shall fill in and submit the Application for the Use of Green Food Labels, the Questionnaire on Enterprises and Production and the following materials to the Green Office of the province where he is located: a statement to ensure the implementation of green food standards and norms, production operation procedures (planting procedures, breeding procedures and processing procedures), quality control system for "base+farmers" (including contract, base map, list of bases and farmers and management system), product implementation standards and registered trademarks of products.
(2) Acceptance and document review. After receiving the above application materials, the Provincial Green Office shall register and number them, complete the examination of the application materials within five working days, and issue a Notice of Opinions on the Examination of Documents to the applicant, and send a copy to the Central Certification Office. If the application materials for certification are incomplete, the applicant is required to submit supplementary materials within 11 working days after receiving the Notice of Opinions on Document Review. If the application materials for certification are unqualified, notify the applicant that the application will no longer be accepted in this growth cycle. If the application materials are qualified, the next procedure shall be implemented.
(3) On-site inspection and product sampling. The Provincial Green Office shall specify the on-site inspection plan in the Notice of Opinions on Literature Review, and appoint 2 or more inspectors to conduct on-site inspection after the plan is confirmed by the applicant. Inspectors shall conduct item-by-item inspection according to the relevant items specified in the Work Manual for Green Food Inspectors (for Trial Implementation) and the Technical Specification for Investigation of Environmental Quality in Green Food Producing Areas (for Trial Implementation). Each inspector shall fill in the on-site checklist and inspection opinions separately. On-site inspection and environmental quality status investigation shall be completed within 5 working days, and the on-site inspection and evaluation report, environmental quality status investigation report and relevant investigation data shall be submitted to the Provincial Green Office within 5 working days after completion. If the on-site inspection is qualified, product sampling can be arranged. Where the applicant provides the product quality inspection report issued by the designated product monitoring agency for green food in the past year, and it is confirmed by the inspector that it meets the inspection items and quality requirements of green food products, product sampling inspection is exempted. Arrange product sampling for products that pass on-site inspection and need sampling inspection.
(4) environmental monitoring. The investigation on the present situation of environmental quality in the producing area of green food is completed simultaneously by the inspector during the on-site inspection. After investigation, it is confirmed that the environmental quality of the producing area conforms to the exemption conditions stipulated in the Technical Specification for Investigation of Environmental Quality Status of Green Food Producing Areas, and environmental monitoring is exempted. According to the relevant provisions of the "Technical Specification for the Investigation of Environmental Quality in the Origin of Green Food", if it is confirmed by investigation that it is necessary to carry out environmental monitoring, the Provincial Green Office shall notify the designated environmental monitoring institutions of green food in writing to carry out environmental monitoring within 2 working days after receiving the investigation report, and send a copy of the notice to the central certification office. After receiving the notice, the designated environmental monitoring agency shall issue an environmental monitoring report within 41 working days, together with the completed Green Food Environmental Monitoring Form, which shall be directly submitted to the Central Certification Office and copied to the Provincial Green Office.
(5) product inspection. After receiving the samples, product implementation standards, sampling list of green food products and inspection fees, the designated green food product monitoring institutions shall complete the inspection work within 21 working days, issue a product inspection report, and submit it to the Central Certification Office together with the completed Green Food Product Inspection Form, and send a copy to the Provincial Green Office.
(6) certification audit. After receiving the inspector's on-site inspection and evaluation report and the environmental quality investigation report, the Provincial Green Office will sign the review opinions within 3 working days, and submit the certification application materials, the inspector's on-site inspection and evaluation report, the environmental quality investigation report and the Provincial Green Office's Green Food Certification Form to the Central Certification Office. After receiving the materials submitted by the Provincial Green Office, the environmental monitoring report, the product testing report and the Questionnaire on the Basic Situation of Applying for Green Food Certification directly sent by the applicant, the central certification office will register and number, issue a notice of acceptance within 2 working days after confirming the receipt of the last material, notify the applicant in writing and send a copy to the Provincial Green Office. The central certification office shall organize examiners and relevant experts to review the above materials and make audit conclusions within 21 working days. If the audit conclusion is "in doubt, on-site inspection is needed", the central certification office will complete the on-site inspection plan within 2 working days, notify the applicant in writing and send a copy to the Provincial Green Office. After being confirmed by the applicant, the inspector will be sent to conduct on-site inspection again within 5 working days. If the audit conclusion is "the materials are incomplete or need to be supplemented", the central certification office will send the Notice of Green Food Certification Audit to the applicant and send a copy to the Provincial Green Office. The applicant shall submit the supplementary materials to the central certification office within 21 working days, and send a copy to the provincial green office. If the audit conclusion is "qualified" or "unqualified", the central certification office will submit the certification materials and certification audit opinions to the Green Food Review Committee.
(7) certification review. The Green Food Review Committee shall conduct a comprehensive review within 11 working days after receiving the certification materials and the audit opinions of the Certification Department, and make a final certification conclusion. The final conclusion of certification is divided into two situations: qualified certification or unqualified certification. The conclusion is "certified qualified", and the next procedure is executed. The conclusion is "unqualified certification", and the secretariat of the evaluation committee will send the Notice of Certification Conclusion to the applicant within 2 working days after making the final conclusion, and send a copy to the Provincial Green Office. This production cycle will no longer accept its application.
(8) certification. The center will send the relevant documents of the accreditation to the "certified qualified" applicant within 5 working days, and send a copy to the Provincial Green Office. The applicant shall sign the License Contract for the Use of Green Food Marks and Trademarks with the Center within 61 working days. Certificate issued by the director of the center.
