College Students' Entrepreneurship:

1. (1) College graduates start businesses within two years after graduation, and apply for a business license at the industrial and commercial department where the business unit is located. If the registered capital is less than 511,111 yuan, it can be paid in installments. The first paid-in capital shall not be less than 11% of the registered capital (the capital contribution shall not be less than 31,111 yuan), and the paid-in registered capital shall be increased to more than 51% within one year, and the balance can be paid in installments within three years.
(2) Enterprises or institutions newly established by university graduates in consulting industry, information industry and technical service industry are exempted from enterprise income tax for two years with the approval of the tax authorities; Newly established transportation, post and telecommunications enterprises or business units, with the approval of the tax authorities, shall be exempted from enterprise income tax in the first year and levied by half in the second year; Newly established enterprises or institutions such as public utilities, commerce, materials, foreign trade, tourism, logistics, warehousing, resident services, catering, education, cultural and health services, etc., are exempted from enterprise income tax for one year upon approval by the tax authorities.
(3) Commercial banks, joint-stock banks, city commercial banks and qualified urban credit cooperatives in various countries should provide small loans for graduates who start their own businesses, simplify procedures and facilitate account opening and settlement. The loan amount is about 21,111 yuan. The maximum term of the loan is two years. If it is determined that an extension is needed when it expires, you can apply for an extension once. The loan interest rate is determined according to the loan interest rate published by the People's Bank of China. The maximum guarantee limit is 5 times of the guarantee fund, and the term is the same as the loan term.
(4) The personnel intermediary service institutions affiliated to the personnel administrative department of the government keep personnel files (including handling social security, professional titles, file wages and other related procedures) for individual industrial and commercial graduates for 2 years free of charge; Provide services such as free inquiry of talent and labor supply and demand information and free release of job advertisements; Appropriately reduce the cost of participating in talent fairs or talent labor exchange activities; Provide training and evaluation services for employees who start businesses.

Lowers the threshold for college students' innovation and entrepreneurship. Promote the development of the whole chain of creative space, incubators, accelerators and industrial parks, encourage all kinds of incubators to open a certain proportion of free incubation space for college students' innovation and entrepreneurship teams, and incorporate the openness into the assessment and evaluation of national science and technology business incubators to reduce the conditions for college students' innovation and entrepreneurship teams to settle in. Incubators and other entrepreneurial carriers invested and developed by the government should arrange about 31% of the venues and provide them to college graduates free of charge. Conditional places can give rent subsidies to college graduates to start businesses in incubators.
