Enterprise size refers to the size of enterprises classified according to relevant standards and regulations. Enterprise scale is generally divided into extra-large, large, medium, small and micro. Enterprise size refers to the delineation of the scope of production, operation, etc. In May 2003, the National Bureau of Statistics formulated the "Measures for the Classification of Statistically Large, Medium and Small Enterprises (Provisional)" based on the Interim Provisions on the Standards for Small and Medium Enterprises jointly issued by four ministries and commissions, namely, the former State Economic and Trade Commission, the State Planning Commission, the Ministry of Finance and the National Bureau of Statistics, and the implementation of this Measure was begun with the 2003 Annual Report of the Statistical Year.

The "Measures for the Division of Statistically Large, Small and Medium-sized Enterprises (Provisional)" did not involve all the enterprises and units in the "National Economic Industry Classification" (GB/T4754-2002), and specified the delineation standards only for the following five categories:
