Regulations on Urban Management of Tianjin City

The provisions of this regulation applies to the central city, Binhai New Area built-up areas, district and county people's governments in the streets and towns, as well as the municipal people's government to determine the implementation of urban management of other areas.

Article 3 of the city management shall be guided by the following principles:

(1) adhere to a high starting point for planning, high standards of construction, high-performance management, urban planning, construction, management should fully reflect the people-oriented;

(2) adhere to the system of innovation, the establishment of the management of the center of gravity downward, the district and county-based, with clear powers and responsibilities, pragmatic and efficient management system;

(d) adhere to the combination of education and guidance and strict management in accordance with the law, the formation of law-abiding, civilized and self-disciplined social atmosphere.

Article 4 The Municipal People's Government establishes the Urban Management Committee to coordinate major matters relating to urban management.

Article 5 The Urban Management Committee shall establish an office, which shall be located in the municipal landscape and garden management department. The office shall perform the following duties according to law:

(1) to organize the preparation of comprehensive urban environment improvement special planning, work objectives, implementation programs and special management standards for urban management, approved by the Municipal People's Government to organize the implementation of;

(H) municipal land and housing management department is responsible for the supervision and management of property management activities and the safe use of housing Supervision and management work;

(ix) comprehensive administrative law enforcement agencies of urban management in accordance with the "Provisions on Relative Concentration of Administrative Penalties for Urban Management in Tianjin" (Municipal People's Government Decree No. 111 of 2007) and the relevant decisions of the Municipal People's Government to centralize the exercise of administrative penalties related to urban management.

Article 10: Urban management is the main responsibility of the people's governments of districts and counties. District and county people's governments have overall management responsibility for urban management in their respective jurisdictions, and shall perform the following urban management duties:

(1) to organize and implement the urban management responsibilities of departments, street offices and township people's governments in their respective jurisdictions;

(2) to implement the responsibilities for urban environmental sanitation, greening, community public welfare service facilities, non-motorized vehicle storage, and other related urban management in their respective jurisdictions Urban infrastructure conservation, maintenance and management responsibilities, in accordance with the repair, maintenance standards and quotas, the full amount of relevant funds;

(3) organization of the jurisdiction of the daily supervision, inspection and assessment of urban management, for failure to perform their duties, according to law, to investigate and deal with the responsibility.

The people's governments of the districts and counties shall assume full urban management responsibility for the areas entrusted to them by the people's governments of other districts and counties.

Article 11 The street offices and township people's governments shall perform their duties of urban management, implement the responsibilities of conservation and maintenance in accordance with the division of labor, and organize and mobilize the units under their jurisdiction to participate in urban management activities.

Street offices, township people's government shall specify the departments and personnel, the implementation of property management activities within the jurisdiction of the organization, guidance and supervision, coordination of property management and community management, community services.

Article 12 The residents' committee is responsible for the daily management of community public welfare service facilities, and organizes and mobilizes the residents to participate in urban management activities.

Article 13 The Tianjin Station Area Comprehensive Management Office shall do the supervision and management work in accordance with the Provisions on the Comprehensive Management of Tianjin Station Area (Decree No. 7 of the Municipal People's Government in 2008).

Tianjin Port (Group) Co., Ltd. and Tianjin Binhai International Airport are responsible for the management of environmental sanitation, service facilities and public **** order in their respective areas.

Tianjin Tourism (Holdings) Group Co., Ltd. is responsible for the sea and river tourist ships and terminals, environmental health, service facilities, public **** order management.

Article XIV of electric power, communications, heating, water supply, gas and other enterprises and drainage, cable television, traffic signals and other facilities belonging to the unit responsible for all kinds of underground professional pipeline manhole covers, substation boxes, control cabinets and overhead pipelines, overhead pipelines pole frames, and other facilities of repair, maintenance and safety.

Article 18 of the environmental health management shall meet the following requirements:

(1) expressways, trunk roads, various types of bridges (including footbridges), key areas, secondary roads, side roads and residential areas within the hutongs and alleys, clusters of buildings, canopies, sidewalks, sidewalks, green spaces, tree cavities, drainage outlets, no littering, littering, no white pollution, no garbage storage. (4) all kinds of lighting facilities without graffiti, posting, clean and beautiful;

Article 21 Road Traffic Safety Management shall meet the following requirements:

(1) Traffic signal facilities, traffic safety facilities set up in accordance with the standards, maintained in good condition, clean appearance;

(2) Vehicles, pedestrians walk in the right direction, motor vehicles to yield to pedestrians, traffic accidents are handled in a timely manner, no violation of the honking, jumping the red light, crossing the isolation facility;

>(c) motor vehicle parking lots, non-motorized storage set up reasonably, orderly management, vehicles parked neatly, no illegal occupation of the road, no occupation of the right-of-way, blind;

(d) the state and the city of the other management standards and requirements for road traffic safety.

Article 22 Community public welfare service facilities, community environmental management shall meet the following requirements:

(1) the facilities are reasonably laid out, functionally perfect, comprehensively utilized, and functioning properly;

(2) the community pavement is smooth, the side stones are intact, and the drainage is smooth, and the vehicles are parked in an orderly manner, with no haphazard display or sale, no illegal occupation of the road, no illegal occupation of the green space, destruction of green spaces, no exposed garbage, and no overhead throwing. Article 23 of the public **** passenger traffic management shall meet the following requirements:

Article 24 The management of airports, railroad passenger terminals, port passenger terminals shall meet the following requirements:

(1) complete facilities, functional, standardized marking, clean environment, timely and accurate information dissemination, scientific and standardized service process, orderly collection and evacuation of passengers;

(2) for other means of transportation to stop in an orderly manner to provide a complete set of facilities, good management, multiple Transportation modes of smooth connection;

(3) the state and the city of airports, railway stations, ports and terminals of other management standards and requirements.

Article 25 The management of municipal highways shall meet the following requirements:

(1) Motorized road surface is smooth, no potholes, road wells are smooth, no jumping cars, all kinds of underground professional pipeline well covers are complete, no missing and damaged;

(2) Non-motorized road surface is smooth, structurally sound, no subsidence, side stones, edges, tree cairns are smooth and straight, no defective. Sidewalk tiles are not collapsed, no defects, neat corners, complete, standardized and clean road nameplates;

(c) bridge access safety, facilities are intact, no potholes on the bridge deck, no jumping traffic at the bridge head and expansion joints, bridge railing is straight, smooth lines, clean surfaces;

(d) bridge landscape lighting, ancillary facilities complete and clean;

Article 26 The management of urban drainage and watercourses shall meet the following requirements:

(3) the state and the city of urban drainage, river management standards and other requirements.

Article 27 Environmental management of construction sites shall meet the following requirements:

(1) the construction site is clean and tidy, with strong fences, no sewage or sludge spillage, no dust, no construction waste thrown in the air, and no noise nuisance during the specified time periods;

(2) the transportation vehicles are sealed and clean, no spillage, and are washed when they leave the site;

(C) the state and the city regulations on civilized construction works of other management standards

Article 29 The establishment of city and district and county level digital urban management platform.

Article 36 The relevant departments of urban management and the digital urban management platform shall publicize the supervision telephone number and other contact information, so as to facilitate public supervision.

The digital urban management platform receives complaints, reports of information, it shall notify the relevant departments to deal with, and will deal with the results from the date of receipt of complaints, reports of information within seven working days back to the complainant, the informant.

Article 37 of the city management shall accept the supervision of the news media.

The news media to reflect the urban management issues should be dealt with in a timely manner and feedback on the results. Article 38 The public shall abide by the laws and regulations of urban management and the code of conduct, take care of public **** facilities, protect the public **** environment, and maintain public **** order.

Legal persons and other kinds of organizations shall abide by the laws and regulations on urban management, fulfill the obligations related to urban management, and comply with the requirements of urban planning and design.

Article 42 It is strictly prohibited to spit or spit gum in public **** places, to defecate or dump feces anywhere, and to throw cigarette butts, paper scraps, melon and fruit peels and cores, as well as other types of waste.

Article 43 It is strictly prohibited to throw all kinds of objects from buildings or vehicles.

Article 44 It is strictly prohibited to place, post, hang, carve or write all kinds of slogans, publicity materials and other articles which are detrimental to the appearance of the city in buildings, structures and other facilities or trees or residential hallways.

Street buildings should be installed in the new air conditioning outdoor units in line with the cityscape management requirements, is strictly prohibited in non-designated locations to install air conditioning outdoor units.

Violation of the provisions of the first two paragraphs, by the comprehensive urban management and administrative law enforcement agencies ordered to make corrections; refusal to make corrections, a fine of 2,000 yuan.

Article 45 It is strictly prohibited for any unit or individual to erect private buildings.

If a person violates the provisions of the preceding paragraph, the comprehensive administrative and law enforcement organs of urban management shall order him to stop the construction and dismantle it within a certain period of time; if he refuses to dismantle it, he shall be forced to dismantle it by the comprehensive administrative and law enforcement organs of urban management according to law, and the cost of forced dismantling shall be borne by the person responsible for the violation, and shall be punished by a fine of 5,000 yuan or more than 20,000 yuan.

Article 46 It is strictly prohibited to produce and disseminate videos involving pornography, gambling and drugs.

In case of violation of the provisions of the preceding paragraph, the cultural film and television management department shall order rectification within a certain period of time; in case of failure to do so, a fine of 100,000 yuan shall be imposed, and an application shall be made to the People's Court for compulsory execution

Article 47 It is strictly prohibited to illegally occupy roads and public **** places for business activities such as hawking, catering and motor vehicle cleaning and repair.

If a person violates the provisions of the preceding paragraph, he shall be ordered to make corrections by the comprehensive administrative and law-enforcement organs of urban management; if he refuses to make corrections, he shall be sentenced to a fine of 5,000 yuan and the confiscation of his illegal proceeds and illegal property.

If a person engages in business activities such as hawking and processing on roads, green spaces, open spaces, building passages and courtyards in residential areas, he shall be ordered to make corrections by the comprehensive administrative and law-enforcement organs of the city; if he refuses to make corrections, he shall be sentenced to a fine of RMB 2,000 yuan and confiscation of his illegal articles and tools.

Article 48 It is strictly prohibited for pedestrians and non-motorized drivers to arbitrarily cross roads, run red lights or cross road isolation facilities. Anyone who violates the provisions of this paragraph shall be fined 50 yuan by the public security traffic management department; if the non-motorized vehicle driver refuses to accept the fine penalty, the non-motorized vehicle driven by him may be detained.

It is strictly prohibited to drive a motor vehicle trespassing red light, motor vehicles are strictly prohibited in the built-up areas of the city to sound the horn. Violation of the provisions of this paragraph, the public security traffic management department imposed a fine of 200 yuan, and to be dealt with the cumulative points of the offense.

Article 49 It is strictly prohibited to burn wreaths, paper money and other funerary objects on roads and in non-designated areas of the community.

If a person violates the provisions of the preceding paragraph, he or she shall be ordered to make corrections by the civil affairs department of the district or county or the municipal funeral and burial institution; if he or she refuses to make corrections, he or she shall be sentenced to a fine of 1,000 yuan. With the consent of the people's government of the district or county, the district or county civil affairs department may entrust the street office to impose the penalty.

Article 50 It is strictly prohibited for individuals to keep potent or large dogs. Anyone who violates the provisions of this paragraph shall have his or her dog confiscated by the public security authorities and may be fined 1,000 yuan.

Dog owners shall not disturb or affect the normal life of others by keeping dogs. When leaving the house with a dog should carry a dog registration card, the dog with a muzzle, led by an adult with a leash, and take the initiative, consciously avoid others. It is strictly prohibited to bring dogs into public **** places, public transportation vehicles and long-distance passenger vehicles. If you take the elevator with your dog, you should avoid the peak hours of the elevator, and wear a muzzle for your dog or put your dog in a cage or bag. Residents' committees, villagers' committees

Violation of the provisions of the preceding paragraph, the public security organs shall be warned, and may impose a fine of 500 yuan; the circumstances are serious, the public security organs confiscate the dog, and cancel the dog registration certificate.

Dogs out of the house should carry their own cleaning supplies, clean up dog feces in a timely manner. Failure to remove in a timely manner, the comprehensive urban management and law enforcement agencies shall order them to remove, and may impose a fine of 50 yuan.

Article 51 It is strictly prohibited to use high-pitched broadcasting speakers or other high-noise interference with the lives of residents in the surrounding area; when engaging in indoor family recreation, decoration and other activities, the time shall be limited or effective measures shall be taken to mitigate noise pollution.
