chapter I general provisions article 1 these measures are formulated in accordance with the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste, the law of the people's Republic of China on the promotion of circular economy, the regulations of Fujian province on the management of urban and rural domestic waste and other relevant laws and regulations, combined with the actual situation of this municipality. Article 2 These Measures shall apply to the implementation of classified delivery, collection, transportation, disposal and related management activities of domestic garbage in the areas determined and announced by the people's governments at all levels in this Municipality. Article 3 The term "domestic waste" as mentioned in these Measures refers to the solid waste generated in daily life or activities providing services for daily life and the solid waste regarded as domestic waste according to laws and regulations.

Domestic waste in this city is divided into four categories:

(1) Recyclable materials refer to domestic waste suitable for recycling and recycling, mainly including waste paper, waste plastics, waste metal, waste glass, waste fabrics, waste furniture, waste electrical and electronic products, etc.

(2) kitchen waste refers to perishable domestic waste containing organic matter, including household kitchen waste (including melon and fruit skins, leftovers and discarded food produced in daily life), kitchen waste (including food residues, food processing wastes and discarded edible oils produced in restaurants and canteens) and other kitchen waste (including vegetables and fruits produced in agricultural products wholesale markets, farmers' markets and large supermarkets).

(3) harmful waste refers to the domestic wastes that cause direct or potential harm to human health and natural environment, mainly including waste batteries (including waste nickel-cadmium batteries and mercury oxide batteries, etc.), electronic hazardous wastes, lamps, waste drugs and their packages, waste thermometers, waste sphygmomanometers, waste paints and solvents, mineral oil, pesticides, disinfectants and their packages, etc.

(4) Other wastes refer to other domestic wastes except recyclables, kitchen waste and harmful waste.

the disposal of industrial solid wastes, hazardous wastes, medical wastes, construction wastes, greening operation wastes and other wastes shall be carried out in accordance with relevant laws, regulations and rules.

if the rural domestic garbage cannot be put into different categories according to the second paragraph, it can be put into kitchen waste and other garbage first.

the people's governments at the city and county levels can formulate and publish the specific classification catalogue and delivery specifications of domestic waste to the public according to local actual conditions, provide various forms of inquiry services, and guide units and individuals to accurately classify and deliver domestic waste at regular intervals. Article 4 Domestic garbage shall be put into use by classification, collected by classification, transported by classification and disposed by classification.

the classified management of domestic waste follows the principles of government promotion, participation of the whole people, overall planning of urban and rural areas, territorial management and gradual progress. Article 5 The people's governments at the municipal and county levels shall strengthen the unified leadership over the classified management of domestic waste, incorporate the classified management of domestic waste into the national economic and social development plan, and incorporate the funds required for the classified management of domestic waste into the financial budget of the government at the corresponding level.

the municipal people's government should set the goal of classified management of domestic waste, promote the classified management of domestic waste in the whole city as a whole, establish a coordination mechanism of classified management of domestic waste, and solve major problems in classified management of domestic waste.

the people's governments at the county level should strengthen their leadership in the management of domestic waste classification within their respective administrative areas, implement the objectives of domestic waste classification, and make overall plans for the construction of facilities for the classified delivery, collection, transportation and treatment of domestic waste to ensure its operation.

the township (town) people's government and sub-district offices are responsible for the classified delivery, collection and transshipment of domestic garbage and the specific implementation of relevant supervision and disposal work within their respective jurisdictions.

the village (neighborhood) committees shall publicize and guide the classification of domestic waste in the residential areas of villages (neighborhood) within their respective jurisdictions, and assist the units, villagers (neighborhood) and property service enterprises in the classification of domestic waste. Encourage village (neighborhood) committees to formulate village rules and regulations or management protocols, and urge and guide the village (neighborhood) to participate in the treatment of domestic waste democratically. Article 6 The urban management department of the Municipal People's Government is the competent department in charge of the classified management of urban domestic waste in this Municipality, responsible for the organization, implementation, inspection, guidance, supervision and management of the classified work of urban domestic waste in this Municipality, the management and operation of facilities of other garbage transfer stations at the municipal level, the formulation of graphic identification and technical specifications for the classified collection containers of domestic waste, the supervision and management of terminal classified treatment facilities, and the supervision and management of property service enterprises to carry out the classified work of domestic waste.

the supervision and management of domestic waste of the people's government at the county level shall be organized and implemented by the department determined by the people's government at the corresponding level (hereinafter referred to as the supervision and management department of domestic waste of the people's government at the county level).

the development and reform department is responsible for bringing the domestic waste classification management into the national economic and social development plan, and doing a good job in the approval, filing or examination and approval management of domestic waste classification related projects.

the competent education department is responsible for organizing, supervising and guiding the classification of domestic waste in schools, kindergartens and other educational institutions, and urging schools, kindergartens and other educational institutions to popularize and educate the knowledge of domestic waste classification.

the financial department is responsible for ensuring the funds for the classified management of domestic waste.

the competent department of housing and urban and rural construction is responsible for promoting the construction of domestic waste sorting facilities and the supervision and management of rural domestic waste sorting in this municipality.

the competent department of natural resources is responsible for putting, collecting, transferring and disposing the domestic garbage in a classified way into the planning requirements of public service facilities of construction projects, and doing a good job in land planning and land supply for related infrastructure construction.

the competent agricultural and rural authorities are responsible for guiding the resource development and utilization of renewable energy in rural domestic garbage.

the competent department of ecological environment is responsible for monitoring the pollutant discharge of the facilities for centralized transportation and disposal of domestic garbage, as well as the supervision and management of the prevention and control of environmental pollution in the process of collection, storage, transportation and disposal in harmful waste.

the competent commercial department is responsible for promoting the recycling management of recyclable materials in domestic garbage, and formulating and implementing the development plan and industrial policy of renewable resource recycling industry.

the competent departments of public security, market supervision and management, culture and tourism, health and hygiene, transportation, and office affairs management shall, according to their respective responsibilities, * * * do a good job in the classified management of domestic waste.

the departments in charge of various industries should incorporate the classification of domestic waste into the management responsibilities of the industry, and guide and supervise the relevant units in the industry to do a good job in the classification of domestic waste.
