Notice on Prohibiting Fireworks and Firecrackers in Zhumadian City Center

In order to ensure the safety of the public and people's lives and property, and effectively improve the ambient air quality in our city, according to the relevant provisions of the Law on the Prevention and Control of Air Pollution in People's Republic of China (PRC), the Regulations on the Safety Management of Fireworks and Firecrackers, and the Regulations on the Prevention and Control of Air Pollution in Henan Province, we hereby notify you of the prohibition of fireworks and firecrackers in urban areas as follows:

First, the scope of prohibition. Fireworks and firecrackers are prohibited in Yicheng District, urban-rural integration demonstration zone, economic development zone and high-tech industrial development zone in Zhumadian city center. It is strictly prohibited to illegally produce, operate, store, transport or mail fireworks and firecrackers within the forbidden range.

Second, the district people's governments and administrative committees and their relevant departments, township people's governments and sub-district offices within the scope of the ban should incorporate the ban on fireworks and firecrackers into grid management, carry out publicity activities on the ban on fireworks and firecrackers, and educate, guide and urge units and individuals within their respective jurisdictions to abide by this circular. Organs, organizations, enterprises and institutions, community residents' committees, villagers' committees, property service enterprises and grid workers shall do a good job in prohibiting the discharge of fireworks and firecrackers in their own units and regions. Public security, emergency management and market supervision departments should strictly follow the division of responsibilities, and investigate and deal with illegal production, operation, storage, transportation, mailing and illegal discharge of fireworks and firecrackers according to laws and regulations. Radio, television, newspapers and other news media and various schools should do a good job in the publicity and education of setting off fireworks and firecrackers.

Third, if the fireworks are set off at a time and place where it is forbidden, or in a way that endangers public safety and personal and property safety, according to the second paragraph of Article 42 of the Regulations on the Safety Management of Fireworks and Firecrackers, the public security department shall order them to stop setting off and impose a fine of more than 500 yuan 100 yuan; Those who violate the administration of public security shall be punished according to law.

This notice shall come into force as of the date of promulgation.
