(8) to be responsible for the macro-control of the wage distribution of the staff of state organs, institutions and enterprises in the city; Responsible for reviewing the total wages of municipal enterprises; To study, formulate and organize the implementation of enterprise wage guidelines, work efficiency linkage, minimum wage standards and income distribution policies for state-owned enterprise operators; Responsible for the implementation of the annual salary system for the principal responsible persons of municipal enterprises.

(9) comprehensively manage the development and employment of labor resources in the city; To guide the work of the city's employment service agencies; To formulate the management rules of employment agencies and supervise them; Organize and implement policies and measures for the orderly flow of rural labor across regions; Manage citizens' departure and overseas personnel's entry and employment according to the division of labor.

(11) to formulate the basic policies and standards of the city's social insurance such as pension, unemployment, medical care, work injury and maternity, and organize their implementation, supervision and inspection; To formulate and implement policies on the collection, payment, management and operation of social insurance funds in the whole city; To exercise administrative supervision over the management of social insurance funds; Formulate management rules for social insurance agencies; Organize the implementation of the social insurance service system construction plan.
