III. Feasible safety measures

(1) Continue to focus on two key points, namely, the construction of oil tanks and the management of crowded places, and strengthen on-site control,

1. Strictly implement the existing standards for cleaning, ventilation, protection and construction of oil tanks, and continue to be scientific and refined on the basis of them. Focus on strengthening the examination and approval of on-site management personnel, check the implementation, and increase the control of construction technology and process.

2. Conduct regular inspection and appraisal for crowded places, key station buildings and other parts, formulate special checklist, improve the intensity and frequency of inspection

1. Further strengthen the "4S" at the site, implement the global fixed-position management within the company scope, ensure that there is no omission at the site, and regularly

organize inspections and appraisals to consolidate the existing work achievements and create a safe and secure construction environment for workers.

2. Cooperate with relevant departments to promote team building, and introduce relevant systems and standards for team safety management. Establish an excellent

team leader appraisal mechanism and conduct regular appraisal.

3. Carry out special safety training for the team leaders of this work and subcontractors, and pay attention to the training to improve personal safety awareness. Now

a good safety management atmosphere is formed at the site.

(3) further strengthen the improvement of tooling, improve the intrinsic safety of the site, create a safe and comfortable working environment for workers, and improve work efficiency.

1. Continue to vigorously promote tooling on the original basis. The Safety Supervision Department has taken the lead in setting up a tooling technical transformation working group, and plans to promote the use of 3-5 tooling improvement projects every month in 2111. From the perspective of intrinsic safety, the tooling with low cost and quick effect will be given priority.

2. further expand the thinking, mobilize all staff, and improve the process of declaration, review, promotion and acceptance. Make an individual evaluation on the promotion of each tooling

3. increase the reward and improve the enthusiasm of personnel. for the tooling with obvious effect, the departments, teams and individuals who design, manufacture and popularize it will be rewarded heavily.

(4) Strengthen the prevention and control of occupational diseases, and focus on the prevention and control of

noise and pneumoconiosis from the perspective of intrinsic safety in combination with the actual situation of the on-site working environment.

1. Strengthen the management of labor protection equipment, and carry out unified management of major labor protection equipment companies, among which

dust masks used by teams are purchased by the company and collected by each team, and the original subsidy policy is implemented, that is, the employees are collected first and then deducted at half price, so as to

ensure the employees to use qualified dust masks and protect occupational health. According to the relevant national standards and the actual situation in the factory, the use of labor protection devices such as

safety helmet and protective glasses is rearranged, and the cost is considered under the condition of ensuring safety.

2. Organize environmental protection equipment monitoring regularly according to the standards and supervise the operation of environmental protection equipment; Organize the detection of dust and toxic points, warn and mark workplaces with occupational hazards, and publicize the detection standards and results of occupational hazards on the spot.

3. Organize the training and education of occupational hazards prevention for workers exposed to toxic and harmful substances (including outsourced team members), and

supervise the occupational health examination, evaluation, management and filing of workers exposed to toxic and harmful substances before and during their posts; Take a variety of

notification forms and ways to let the infected personnel know and be familiar with the hazards of occupational hazards and protective measures.

(5) Strengthen the management of new employees and improve the stability of the construction team.

1. Edit and record safety knowledge education videos, fully promote audio-visual education, and further standardize employees' basic safety behaviors. Explore

to improve the form of collective assistance and innovate the safety education model.

2. Strengthen the construction of safety team and strengthen the management training of employees. Training content should be targeted, such as safety management

personnel should strengthen their mastery of production knowledge and skills; Production management personnel should strengthen the study of safety knowledge and skills; Operators (such as drivers, riggers, etc.) of

standby facilities should be provided, and the training and assessment of practical operation should be strengthened.

(6) strengthen the management of equipment and facilities, and do a good job in the tracking and supervision of equipment maintenance and overhaul.

1. With the gradual increase of the service life of the equipment, the contradiction between the maintenance and production guarantee of the existing equipment is becoming more and more prominent.

In 2111, we will focus on strengthening the tracking and supervision of the routine inspection, maintenance and overhaul of the existing lifting equipment, and do a good job in the "three simultaneities" acceptance of safety, fire protection and environment for the new reconstruction and expansion project.

2. Strengthen the supervision of large-scale construction projects such as 151T portal crane and large-scale bridge crane. This kind of new projects will be strictly controlled according to

relevant national and industry standards, and will be tracked by special personnel throughout.

(7) Establish a safety system management platform, which integrates the entry of rewards and fines, the statistics of thousands of people's violation rate and accident statistics,

realize the sharing of safety work information and improve work efficiency.

Make full use of the safety management platform, establish a database of safety management work, scientifically

summarize and analyze the basic safety information, and provide a "quantitative" basis for daily safety management and appraisal.

(8) Carry out cleaner production audit in an all-round way.

1, do a good job of cleaner production audit. Cleaner production is a new creative idea, which continuously applies the environmental strategy of overall prevention to production processes, products and services, so as to increase ecological efficiency and reduce risks to human beings and the environment. Cleaner production audit is a systematic and planned procedure to judge the location of waste production, analyze the causes of waste production, and put forward the scheme of waste elimination. Its purpose is to improve the utilization efficiency of resources and reduce or eliminate the amount of waste production.

2. Organize relevant departments to give training, hold a promotion meeting, set up a leading group and a working group, formulate a feasibility plan

and implement it.

3. Organize cleaner production audit, implement the no/low-cost scheme, verify statistics and control the total pollutant discharge of the company, and

ensure that all pollutants meet the discharge standards stably.

(9) According to the actual situation of the company, combined with the contents of the new version of the system compilation of shipping group, revise the current safety management system

document of the company, improve the occupational health and safety and environmental management system, and be in line with the marine management, so as to lay a good foundation for the establishment of a sustainable development system

2. Organize the general manager, supervisor, relevant personnel of the department and subcontractors to hold

seminars on the implementation of safety management rules and regulations on a regular basis, focusing on the on-site implementation of the approval system for hazardous operations, what shortcomings exist and what needs to be improved, and widely

listen to the opinions or suggestions of executives at all levels to ensure that the formulation and implementation of rules and regulations are operable and in line with the actual situation of the company.

3. Strengthen communication with other oil companies and shipowners, learn more advanced safety management modes, and

consolidate their own foundation in combination with the actual situation of the company. Establish and improve the safety management mode of offshore projects, such as the improvement of English management system and the further promotion of

JSA on site.

(11) Vigorously carry out the construction of safety culture, strengthen the safety production atmosphere, and gradually and effectively improve workers' safety awareness.

1. Write and print the Dalian Shipping Safety Culture Manual to improve the safety culture atmosphere of the enterprise.

2. Take the opportunity of the third "Safety in My Heart" presenter competition and the third safety knowledge competition to strengthen the safety atmosphere.
