Article 3 The term "kitchen waste" as mentioned in these Measures refers to food residues, food processing wastes, waste edible oils (including inedible animal and vegetable oils and various oil-water mixtures) and other wastes generated by units and individuals engaged in catering services, unit feeding, food production and processing (hereinafter referred to as kitchen waste generating units) in the process of production and operation. Article 4 The municipal administrative department of urban management is the administrative department in charge of the management of kitchen waste in this Municipality, and is responsible for the unified organization and implementation of these Measures.

Article 11 Whoever engages in the collection, transportation and disposal of kitchen waste shall obtain a service license for the collection, transportation and disposal of kitchen waste.
the municipal administrative department of urban management shall, jointly with relevant departments, make a decision on the service license for the collection, transportation and disposal of kitchen waste through public bidding and other open competition methods, and issue the service license for the collection, transportation and disposal of kitchen waste to the winning bidder.

Article 12 The kitchen waste generating unit shall abide by the following provisions:
(1) The kitchen waste shall be collected and stored separately, and it is forbidden to mix with other solid domestic wastes such as disposable tableware, beverage containers and plastic tablecloths;
(2) Set up kitchen waste collection containers that meet the standards, do not store kitchen waste naked and keep the collection containers and the surrounding environment clean and tidy; The collection container shall be kept intact and sealed, and the words kitchen waste collection container shall be marked;
(3) equip pollution prevention facilities such as oil-water separators or oil-water isolation tanks according to the requirements of environmental protection, and keep them in normal use;
(4) timely deliver the kitchen waste to the licensed kitchen waste collection and transportation unit at the time and place agreed by the municipal urban management administrative department, so as to achieve Nissan Nissin;
(5) other provisions made by laws, regulations and rules. Thirteenth kitchen waste collection and transportation units shall abide by the following provisions:
(a) at least once a day to the kitchen waste generation unit to collect and transport kitchen waste;
(2) Equipped with the specified special transport vehicles and related transfer facilities, and kept them intact and clean;
(3) The transportation shall be completely sealed, and it shall not drip or scatter during transportation, and shall not be stored naked during transshipment;
(4) Timely transport the collected kitchen waste to the unit that has obtained the license for the disposal of kitchen waste for disposal;
(5) to formulate an emergency plan for the collection and transportation of kitchen waste and report it to the municipal urban management administrative department for the record;
(6) other provisions made by laws, regulations and rules.
