Article 2 These Provisions shall apply to the configuration, repair, maintenance, inspection and related management activities of building fire control facilities within the administrative area of this Municipality. Article 3 The term "building fire-fighting facilities" as mentioned in these Provisions refers to buildings (structures) that should be equipped with fire-fighting facilities in accordance with fire-fighting laws, regulations and national technical standards for fire-fighting in engineering construction, and the facilities and equipment used for fire prevention, fire fighting and rescue and evacuation, including:

(1) automatic fire alarm system;

(2) automatic fire extinguishing system;

(3) fire hydrant system;

(4) smoke prevention and exhaust system;

(5) fire water supply facilities;

(6) fire communication and fire emergency broadcasting system;

(7) fire power supply and distribution systems and electrical fire and explosion-proof facilities;

(8) Fire separation facilities such as fire doors, fire dampers, smoke exhaust fire dampers, smoke-proof hanging walls, fire shutters, etc.

(9) fire extinguishers;

(11) fire emergency lighting facilities, evacuation signs, evacuation stairs, evacuation passages, evacuation doors, fire elevators and other safety evacuation facilities;

(11) other building fire-fighting facilities specified by fire-fighting laws, regulations or fire-fighting technical standards. Article 4 The municipal, district and county people's governments and the administrative committee of the Development Zone shall strengthen their leadership in fire control work, increase the public investment in building fire control facilities, and organize the rectification of major safety hazards in building fire control facilities. Article 5 The emergency management department shall be responsible for the supervision and management of building fire-fighting facilities within its jurisdiction, and the fire-fighting and rescue institutions and public security police stations shall be specifically responsible for the implementation according to the division of labor. Where laws and regulations have provisions on the management of building fire control facilities, such provisions shall prevail.

Article 6 Any unit or individual has the obligation to maintain fire control safety and protect building fire control facilities, and has the right to report illegal acts such as damage, misappropriation, unauthorized removal and deactivation of building fire control facilities. Article 8 The automatic fire alarm system configured by high-risk fire units and key fire safety units shall be networked with the automatic urban fire alarm information system and ensure normal operation.

Article 9 The property owner of a building (structure) is the manager of the building fire control facilities, and is responsible for the maintenance, maintenance and testing of the fire control facilities to ensure the normal use of the fire control facilities.

the property owner and user of the building (structure) shall clearly stipulate the person responsible for building fire control facilities in the contract. If there is no agreement or the agreement is unclear, the property owner shall bear the management responsibility. Article 11 If there are more than two owners and users of the same building (structure), the owners and users shall determine the person in charge of building fire control facilities or entrust property service enterprises and fire control technical service institutions (hereinafter referred to as unified management units) to be responsible for the unified management of building fire control facilities.

until the responsible person and unified management unit of building fire control facilities are determined, the management responsibility of building fire control facilities shall be borne by all property owners and users in accordance with relevant regulations. The town people's government, neighborhood offices, residents' committees and villagers' committees where the building (structure) is located shall give support, assistance and guidance. Article 11 The property owner, user, the responsible person determined by them and the entrusted unified management unit of building fire control facilities shall sign a management contract for building fire control facilities, clarify the rights and obligations of both parties, and make an agreement on the maintenance, maintenance and testing of building fire control facilities. Article 12 the person in charge of building fire control facilities and the unified management unit shall perform the following responsibilities to ensure that the building fire control facilities are in good condition and effective:

(1) formulate management systems and operating procedures for the maintenance, maintenance and testing of building fire control facilities, and clarify the management personnel and responsibilities;

(2) establish management files on the configuration and operation of building fire control facilities;

(3) Organize the maintenance, maintenance and testing of building fire control facilities, record the relevant information truly and accurately, and file it for future reference;

(4) set up building fire control facilities signs as required;

(5) organizing the operation and management personnel of building fire control facilities to receive fire safety training;

(6) Other responsibilities stipulated by laws, regulations and rules. Thirteenth building fire control facilities responsible person and unified management unit shall set up a fire control room in accordance with national and industrial technical standards, and equipped with personnel with corresponding professional qualifications. The personnel on duty shall be submitted to the fire rescue agency or the public security police station for the record.

the fire control room is on duty 24 hours a day, with at least two people on duty.

the personnel on duty should strictly abide by the management system and operating procedures of the fire control room, be familiar with the functions of the fire control room equipment and its linkage facilities, have corresponding operating skills, and be familiar with the correct disposal procedures.
