Article 3 The term "building fire-fighting facilities" as mentioned in these Provisions refers to buildings (structures) that should be equipped with fire-fighting facilities in accordance with fire-fighting laws, regulations and national technical standards for fire-fighting in engineering construction, and the facilities and equipment used for fire prevention, fire fighting and rescue and evacuation, including:

(2) automatic fire extinguishing system;

(3) fire hydrant system;

(4) smoke prevention and exhaust system;

(5) fire water supply facilities;

(6) fire communication and fire emergency broadcasting system;

(7) fire power supply and distribution systems and electrical fire and explosion-proof facilities;

(8) Fire separation facilities such as fire doors, fire dampers, smoke exhaust fire dampers, smoke-proof hanging walls, fire shutters, etc.

(9) fire extinguishers;

(11) fire emergency lighting facilities, evacuation signs, evacuation stairs, evacuation passages, evacuation doors, fire elevators and other safety evacuation facilities;

(11) other building fire-fighting facilities specified by fire-fighting laws, regulations or fire-fighting technical standards. Article 4 The municipal, district and county people's governments and the administrative committee of the Development Zone shall strengthen their leadership in fire control work, increase the public investment in building fire control facilities, and organize the rectification of major safety hazards in building fire control facilities. Article 5 The emergency management department shall be responsible for the supervision and management of building fire-fighting facilities within its jurisdiction, and the fire-fighting and rescue institutions and public security police stations shall be specifically responsible for the implementation according to the division of labor. Where laws and regulations have provisions on the management of building fire control facilities, such provisions shall prevail.
