For patients with acute and critical diseases, under the condition of unknown nucleic acid detection, medical institutions should promptly start and standardize the use of buffer areas set up in emergency rooms, rescue rooms, operating rooms, wards, etc., and medical personnel should strictly implement the responsibility system for first diagnosis and emergency rescue system, and should not shirk and refuse for any reason.

It is not allowed to arbitrarily close or restrict consumers from entering supermarkets, farmers' markets, restaurants and accommodations in low-risk areas that are closely related to people's lives on the grounds of epidemic prevention and control. Ensure the normal operation of important enterprises and institutions such as water supply, power supply, garbage disposal and postal express delivery. Low-risk areas are not allowed to arbitrarily restrict life service personnel such as express delivery, take-away, housekeeping and home appliance repair from entering the community to provide services.
