Consumer goods as mentioned in these Regulations refer to products designed and produced for personal use, including spare parts, accessories, packaging and instructions for use. The specific categories are determined according to the national standards for classification and coding of consumer goods. Article 3 The municipal, district (county) people's governments shall strengthen the organization and leadership over the quality work of consumer goods, establish a joint meeting system, incorporate the quality work of consumer goods into the national economic and social development plan, formulate and improve policies and measures to promote the quality improvement of consumer goods, and establish and improve the work coordination, financial investment, personnel training and introduction management, assessment responsibility mechanism and reward system.
The municipal, district (county) people's governments should innovate the quality governance model, implement the standardization strategy, guide enterprises to enhance their independent innovation and quality management capabilities, foster the development of characteristic pillar industries of consumer goods, promote the digitalization, networking and intelligence of consumer goods production and sales, and build regional quality brands. Article 4 The market supervision and management department shall improve the organization and cultivation mechanism of standard alliance, support professional towns (streets) and industrial clusters to promote the construction of Industry-University-Research integration alliance with standards as the link, formulate and implement the standards of advanced enterprise alliance, and promote the overall improvement of regional industrial quality.
The SEZ encourages enterprises, trade associations, scientific research institutions and institutions of higher learning to participate in the formulation of national standards and trade standards, and guides enterprises to adopt international advanced production quality management norms to organize production.
The SAR supports trade associations and enterprises to formulate group standards and enterprise standards that are higher than national standards and industry standards and meet the needs of the market and innovation. Article 5 The market supervision and management department shall, jointly with relevant departments, promote trade associations and enterprises to develop traceability systems for consumer goods quality, and support trade associations to provide professional services for enterprises to build traceability systems for consumer goods quality.
State organs, institutions and organizations organize government procurement, and give priority to purchasing consumer goods with high quality and credibility evaluation and traceability under the same conditions. Article 6 The market supervision and management department shall focus on industrial transformation and upgrading and industrial construction, strengthen the construction of public service platforms such as quality inspection and certification institutions, encourage the research and development of new technologies for quality inspection and certification, and improve the ability and level of inspection and certification services.
The SEZ encourages enterprises to establish quality and technology research and testing centers and cultivate innovative enterprises integrating R&D, design, manufacturing and system integration. Article 7 The market supervision and management department shall innovate the supervision and management methods of consumer goods quality, establish and improve the systems of classified supervision of consumer goods quality, post-consumption evaluation of consumer goods, monitoring and evaluation of consumer goods quality and safety risks, and establish and improve the inter-departmental information notification, information sharing, law enforcement cooperation and joint disciplinary mechanism. Article 8 The market supervision and management department shall promote the standardization of credit information and the construction of consumer goods quality credit system, promote the interconnection of credit information systems, and systematically collect the credit information of producers and operators. Establish a credit information publicity and integrity file system, improve the credit records of producers and operators, establish and improve the list of trustworthy and untrustworthy personnel, and announce it to the public according to law.
The market supervision and management department shall implement the credit information evaluation system for the producers and operators of consumer goods. Article 9 The market supervision and administration department shall publish the annual report on the quality of consumer goods. The results of quality supervision and spot check of consumer goods shall be publicly released within one month after the spot check. The quality of consumer goods involving human health or personal safety shall be announced to the public in a timely manner. Article 10 The municipal, district (county) people's governments and their relevant departments shall, in accordance with the relevant provisions, give support to those who are in the forefront of the same industry in provinces and cities and have made outstanding achievements in terms of standards, quality, brand and credit construction, and take incentive measures such as reducing the frequency of supervision and inspection; For those with bad credit records, joint disciplinary measures such as increasing the frequency of supervision and inspection, restricting the application for financial funds, participating in government procurement, bidding for government investment projects and trading activities related to public resources shall be taken. Article 11 Trade associations shall establish industry norms, strengthen industry self-discipline, organize the construction of industry quality integrity, guide, standardize and urge members or member units to produce and operate according to law, and actively provide services for members or member units in terms of standards, quality, brand and credit system construction.
The SEZ supports social capital to invest in building a service platform for R&D and promotion of consumer goods quality, and provides services such as management, consultation, training, information and branding. Article 12 The SEZ encourages enterprises, trade associations, scientific research institutions and institutions of higher learning to carry out international exchanges and cooperation and introduce international advanced quality management methods, quality technology and high-end quality management talents. Article 13 The Special Zone encourages enterprises and trade associations to set up quality deposits for consumer goods according to law, and encourages producers and sellers to purchase liability insurance for product quality damage, so as to improve their ability to pay compensation for quality infringement damage.
