II. Classification criteria
1. According to the Law of the People's Republic of China on the Promotion of Small and Medium-sized Enterprises and Several Opinions of the State Council on Further Promoting the Development of Small and Medium-sized Enterprises (Guo Fa [2119] No.36).
2. Small and medium-sized enterprises are divided into three types: medium-sized, small-sized and micro-sized. The specific standards are formulated according to the employees, operating income, total assets and other indicators, combined with the characteristics of the industry.
III. Materials required for proof
1. Application report
The contents include: the date of establishment of the enterprise, the major it is engaged in, the type of industry it belongs to, the description of the number of employees (the description of the number of people who have paid social security and the number of people who have not paid social security), the qualifications and honors obtained, the business situation, the application requirements, the contact person of the enterprise and other information;
2. Copy of business license and organization code certificate of the enterprise;
3. List of social security contributions of enterprises (including branches) in the previous month (stamped with the social security payment list of the Social Security Bureau);
4. A copy of the audit report of the enterprise in the previous year;
5. Letter of Commitment for Application for Type Certification of Small and Medium-sized Enterprises (corporate seal);
6. Other documents proving the qualification or honor of the enterprise;
7. Bidding documents of the enterprise (electronic version provided);
IV. Judgment method:
1. Agriculture, forestry, animal husbandry and fishery
Small enterprises with an operating income of 511,111 yuan or more; Micro-enterprises with an operating income of less than 511,111 yuan.
2. Industry
Small enterprises with 21 or more employees and an operating income of 3 million yuan or more; Micro-enterprises are those with less than 21 employees or operating income of less than 3 million yuan.
3. Construction industry
Small enterprises with operating income of 3 million yuan or more and total assets of 3 million yuan or more; Micro-enterprises have an operating income of less than 3 million yuan or total assets of less than 3 million yuan.
4. Wholesale industry
Small enterprises with 5 or more employees and an operating income of RMB 11 million or more; Micro-enterprises are those with less than 5 employees or operating income of less than RMB 11 million.
5. The retail industry
employs 11 people or more, and the business income is 1 million yuan or more. Micro-enterprises are those with less than 11 employees or operating income of less than 1 million yuan.
6. The transportation industry
has 21 employees or more, and those with an operating income of 2 million yuan or more are small enterprises; Micro-enterprises are those with less than 21 employees or operating income of less than 2 million yuan.
7. The warehousing industry
has 21 employees or more, and those with an operating income of RMB 1 million or more are small enterprises; Micro-enterprises are those with less than 21 employees or operating income of less than 1 million yuan.
8. The postal industry
has 21 employees or more, and those with an operating income of 1 million yuan or more are small enterprises; Micro-enterprises are those with less than 21 employees or operating income of less than 1 million yuan.
9. Accommodation industry
Small enterprises with more than 11 employees and an operating income of 1 million yuan or more; Micro-enterprises are those with less than 11 employees or operating income of less than 1 million yuan.
11. The catering industry
employs 11 people or more, and the business income is 1 million yuan or more. Micro-enterprises are those with less than 11 employees or operating income of less than 1 million yuan.
11. The information transmission industry
employs 11 people or more, and the business income is 1 million yuan or more. Micro-enterprises are those with less than 11 employees or operating income of less than 1 million yuan.
12. Software and information technology services
Small enterprises with more than 11 employees and an operating income of 511,111 yuan or more; Micro-enterprises are those with less than 11 employees or operating income of less than 511,111 yuan.
13. Real estate development and operation
Small enterprises with operating income of 1 million yuan or more and total assets of 21 million yuan or more; Micro-enterprises have an operating income of less than 1 million yuan or total assets of less than 21 million yuan.
14. Property management
Small enterprises with more than 111 employees and an operating income of 5 million yuan or more; Micro-enterprises are those with less than 111 employees or operating income of less than 5 million yuan.
15. Leasing and business services
Small enterprises with over 11 employees and total assets of RMB 1 million or more; Micro-enterprises are those with less than 11 employees or total assets of less than 1 million yuan.
16. Other industries not listed
Small enterprises with 11 employees or more; Micro-enterprises are those with less than 11 employees.
