1. Apply?

the applicant applies to the comprehensive service window of the municipal administrative service center and submits the application materials. ?

2. Accepted?

the receiver of the connector verifies the application materials and makes an acceptance decision on the spot. The applicant meets the application qualification, and the materials are complete, the format is standardized, and the legal form is met, and the acceptance receipt is issued; If the applicant does not meet the application qualification or the materials are incomplete and do not conform to the statutory form, the connector acceptance personnel will not accept it and issue a Notice of Non-acceptance. If the applicant's materials do not meet the requirements but can be corrected on the spot, they will be accepted after being returned to correct on the spot. ?

3. review and cooperation?

in addition to making a decision on administrative license on the spot, the local food and drug supervision and administration department at or above the county level shall make a decision on whether to approve the administrative license within 4 working days from the date of accepting the application. If it is necessary to extend the time limit due to special reasons, it may be extended for 11 working days with the approval of the person in charge of this administrative organ, and the applicant shall be informed of the reasons for extending the time limit. the examination methods of this administrative licensing item include written examination and on-site assessment. The applicant shall make relevant preparations for written examination and on-site evaluation according to the Notice on the Time Limit of Administrative Licensing Hearing (Inspection, Testing, Appraisal and Expert Review) issued by the implementing organ.

Article 34 prohibits the production and marketing of the following foods, food additives and food-related products:

(1) foods made from non-food raw materials or foods with chemicals other than food additives and other substances that may be harmful to human health, or foods made from recycled foods;

(2) Pathogenic microorganisms, pollutants such as pesticide residues, veterinary drug residues, biotoxins and heavy metals, and foods, food additives and food-related products with contents of other substances harmful to human health exceeding the food safety standards;

(3) Foods and food additives produced with food raw materials and food additives that have exceeded the shelf life;

(4) foods that use food additives beyond the scope and limit;

(5) main and supplementary foods specially designed for infants and other specific groups whose nutritional components do not meet food safety standards;

(6) foods and food additives that are spoiled, rancid, moldy, insect-infested, unclean, mixed with foreign substances, adulterated or have abnormal sensory properties;

(7) Meat of poultry, livestock, beasts and aquatic animals and their products that have died of illness, poisoning or unknown causes;

(8) meat that has not been quarantined according to regulations or is unqualified in quarantine, or meat products that have not been inspected or are unqualified in inspection;

(9) Foods and food additives contaminated by packaging materials, containers and means of transport;

(11) foods and food additives marked with false production date, shelf life or beyond the shelf life.
