Article 1 In order to promote the recycling of renewable resources, standardize the development of renewable resources recycling industry, save resources, protect the environment, and achieve sustainable economic and social development, these measures are formulated in accordance with the Law of People's Republic of China (PRC) Municipality on the Promotion of Cleaner Production, the Law of People's Republic of China (PRC) Municipality on the Prevention and Control of Environmental Pollution by Solid Wastes, the Measures for the Administration of Renewable Resources of the Ministry of Commerce and other six ministries, and combined with the actual situation of our city. Article 2 These Measures shall apply to the recycling operation of renewable resources within the administrative area of this Municipality and its supervision and management. Article 3 The term "renewable resources" as mentioned in these Measures refers to all kinds of wastes that have completely or partially lost their original use value and can regain their use value after recycling and processing. Article 4 Renewable resources include scrap metal, waste electronic products, waste mechanical and electrical equipment and parts thereof, waste paper-making raw materials (such as waste paper and cotton), waste light and chemical raw materials (such as rubber, plastics, pesticide packaging materials, animal bones and hair), waste glass and other wastes. Article 5 Where laws, regulations and rules have other provisions on the recovery of scrapped automobiles, used electrical and electronic products, hazardous wastes and medical wastes, those provisions shall prevail. Article 6 The competent department of commerce is the competent department of renewable resources recycling industry, responsible for the supervision and management of renewable resources recycling, and taking the lead in cleaning up and rectifying renewable resources utilization activities. The competent commercial departments at or above the county level shall be responsible for formulating and implementing specific industry development plans and other specific measures within their respective administrative areas, and managing the recycling business activities of renewable resources within their respective jurisdictions. Seventh renewable resources recycling management work to implement the * * * management mechanism of active cooperation and joint participation of all departments. Development and reform, natural resources, planning, commerce (administrative examination and approval), public security, fire protection, ecological environment, market supervision, comprehensive law enforcement and other departments, according to their respective responsibilities, do a good job in the supervision and management of renewable resources recovery.

(a) the development and reform department is responsible for formulating policies to promote the development of renewable resources, coordinating and organizing the implementation of the promotion and application and industrialization demonstration of new technologies and equipment for the utilization of renewable resources;

(two) the natural resources department shall be responsible for the supervision and management of land use procedures and land use required for the recycling of renewable resources according to law, and incorporate the recycling outlets of renewable resources into the national spatial planning;

(three) the business (administrative examination and approval) department is responsible for the registration and management of renewable resources recycling industry;

(four) the public security department is responsible for the public security management of renewable resources recycling industry;

(five) the public security and fire departments are responsible for the fire management of renewable resources recycling industry;

(six) the ecological environment department is responsible for the supervision and management of the prevention and control of environmental pollution in the process of recycling renewable resources;

(seven) the market supervision department is responsible for the supervision and management of renewable resources recycling business activities and the supervision and management of renewable resources trading market;

(eight) the comprehensive law enforcement department is responsible for the supervision and management of the impact of renewable resources recycling activities on the city appearance and sanitation environment, and the rectification of illegal construction activities such as unauthorized construction and violation of urban and rural planning and management in areas where project planning permits should be obtained according to law;

(nine) the township (town) people's government and the street offices shall cooperate with the above administrative departments to do a good job in the management of renewable resources recovery within their respective jurisdictions;

(ten) the relevant administrative departments as prescribed by laws, regulations and rules shall do a good job in the management of renewable resources recovery within their respective authority. As the lead department, the commercial department can carry out joint law enforcement activities involving multiple departments in accordance with the relevant provisions of joint law enforcement, and strengthen the supervision and management of renewable resources recovery. Eighth renewable resources recycling industry association is an industry self-discipline organization, and performs the following duties:

(a) reflect the suggestions and requirements of enterprises and safeguard the interests of the industry;

(two) to formulate industry self-discipline norms and supervise the implementation;

(three) according to the laws and regulations authorized or entrusted by the competent department, to conduct industry statistics and industry surveys, and publish industry information;

(four) to cooperate with the competent departments of the industry to study and formulate industry development plans, industrial policies and recycling standards.

The renewable resource recycling industry association shall accept the business guidance of the competent department of the industry and assist the relevant administrative departments to supervise and manage the renewable resource recycling industry. Article 9 The municipal administrative department of commerce shall, in accordance with the principle of "overall planning and rational distribution", jointly with the administrative departments of development and reform, natural resources, (commercial) administrative examination and approval, public security, fire protection, ecological environment, market supervision and comprehensive law enforcement, and according to the specific conditions of the economic development level, population density, environment and resources of the administrative region, organize the preparation of the renewable resource recycling network plan, and report it to the Yingkou Municipal People's Government for approval before implementation.

County (city), the district administrative department of commerce shall, according to the city's renewable resources recycling network planning, the preparation of local renewable resources recycling network layout planning, reported to the people's government at the same level for approval before implementation.

Renewable resource recycling outlets include all kinds of places where renewable resources stay in the process of community recycling, transit, distribution and processing, and the setting of renewable resource outlets shall meet the planning requirements. Tenth operators engaged in renewable resources recycling business activities should be registered as the main body of the market according to law and obtain a business license.

The filing matters of renewable resource recycling operators are integrated into the business license. After the registration department approves the registration of market entities, enterprise information will be shared with relevant departments through the national enterprise credit information publicity system.
