"One axis" refers to the main axis of urban development: Wuqing New City-Central City-Core Area of Binhai New Area.
"Two Districts" refer to the eastern coastal development zones: Ninghe-Hangu New City-Dagang New City, the core area of Binhai New Area, and the western urban development zones: Jixian New City-Baodi New City-Central City-Jinghai New City.
The "three zones" refer to the ecological environment construction protection zone in mountainous area of Jixian County in the north, the ecological environment construction protection zone in Qilihai-Dahuangbaowa wetland in the middle and the ecological environment construction protection zone in Tuanbowa Reservoir-Beidagang Reservoir in the south. Accelerate the urbanization of agricultural transfer population, deepen the reform of household registration system, completely cancel the restrictions on settlement in the whole province (except Xi 'an), and gradually realize the household registration transfer in the province (except Xi 'an).
