Drinking water for sale now refers to the water that is provided to users in bulk after being treated by purified water treatment equipment (hereinafter referred to as water-making equipment). Article 3 The administrative department of public health shall be responsible for the health supervision and management of drinking water made and sold now.
Market supervision, urban management and other administrative departments shall, in accordance with their respective responsibilities, do a good job in the management of ready-made drinking water. Article 4 The people's governments of cities, counties (cities) and districts shall include the funds for health supervision and management of drinking water now made and sold into the fiscal budget at the corresponding level. Article 5 Operators of drinking water on sale (hereinafter referred to as operators) are encouraged to carry out activities such as industry self-discipline, vocational training, and integrity building, and publicize and popularize the knowledge of health and safety of drinking water on sale. Sixth operators engaged in production and operation, shall submit the following materials to the county (city) and district health administrative departments for the record:
(a) business license, legal representative or responsible person identification materials;
(2) Hygienic approval document of water-making equipment;
(three) the model, quantity and location of water production equipment.
The administrative department of health shall announce the list of registered operators to the public. Seventh operators should be equipped with corresponding health management personnel, responsible for the health management of drinking water. Article 8 An operator shall establish a sanitary management file for drinking water made and sold now, which shall include the following contents:
(a) to establish health management personnel and management system;
(2) Hygienic approval documents of water-making equipment and filter elements used;
(three) records of water equipment maintenance, cleaning and disinfection, and replacement of filter elements;
(four) the health examination and training assessment of employees;
(five) water equipment, water supply pipes and accessories, filter, disinfection products and other purchase information;
(six) drinking water quality self-inspection records;
(seven) the existing emergency plan for drinking water pollution incidents.
The storage period of sanitary management files of drinking water sold now shall not be less than four years. Article 9 The installation of water-making equipment in residential areas shall be approved by the local owners' committee; If there is no owners' committee, it shall be approved by the local village (neighborhood) committee;
Outside the residential area, it must be approved by the local management unit.
The owners' committee, village (neighborhood) committees and management units where the water-making equipment is installed have the right to supervise the daily maintenance and management of operators. Article 10 No water-making equipment shall be set within 10 meter from open-air garbage, sewage ditch, sump, dust, toxic and harmful gases and other pollution sources. Eleventh in the urban and rural water supply network coverage area, drinking water sources should use urban and rural public water supply. Twelfth operators to use water equipment, disinfection products and direct contact with water pipelines, pipe fittings, water treatment materials, should obtain the corresponding health permit approval documents.
Operators should replace water treatment materials in a timely manner according to the rated total purified water of water-making equipment and the quality of drinking water now made and sold. Thirteenth operators shall publicize the following contents on water equipment:
(a) the record certificate of water-making equipment and the contact information of the health administrator;
(2) records of cleaning, disinfection and maintenance of water-making equipment;
(three) water treatment equipment, water treatment materials and parts replacement records. Article 14 Operators shall not make false propaganda about the drinking water made and sold now, and shall not express or imply that it has medical use, health care function or curative effect. Article 15 The quality of drinking water produced by nanofiltration process shall reach the index specified in the Standard for Drinking Water Quality (CJ94). The ready-made and sold drinking water produced by reverse osmosis technology should meet the indicators specified in the Standard for Health, Safety and Function Evaluation of Drinking Water Quality Processors-Reverse Osmosis Treatment Devices.
The water quality of drinking water produced by other processes should meet the water quality standards stipulated by the corresponding countries and industries. Sixteenth operators should establish and improve the self-inspection system of drinking water quality, equipped with inspection personnel and instruments and equipment suitable for the scale of operation and the requirements of water quality inspection.
Operators should test the turbidity, PH value and total dissolved solids of the existing drinking water at least once a week, and the test results should be filed for future reference. Seventeenth operators should be directly engaged in water supply, water supply management staff to carry out pre-job health knowledge training and physical examination, training and physical examination qualified before taking up their posts.
Patients with the following diseases and pathogen carriers shall not directly engage in water supply and management before being cured:
(1) dysentery;
(2) typhoid fever;
(3) active pulmonary tuberculosis;
(4) viral hepatitis A and E;
(5) Purulent and exudative dermatoses;
(six) other diseases that hinder the health of drinking water. Eighteenth water-making equipment encountered unexpected events or stopped using for 30 days, before putting it into use again, it should entrust an inspection and testing institution that meets the requirements of laws and regulations to carry out hygienic testing on the effluent water samples, and it can only be put into use after passing the test.
