The centralized military procurement system was implemented on 200 1. After several years of development, some achievements have been made. However, due to the imperfect supporting system, some new problems have appeared in the initial operation and development process. This paper analyzes the causes of these problems, and puts forward corresponding solutions to promote the continuous improvement of the centralized procurement system of the army.

The scope of centralized procurement is determined by the centralized procurement catalogue published by the people's governments at or above the provincial level. The centralized procurement catalogue of government procurement projects within the central budget is determined and published by the State Council; The centralized procurement catalogue of government procurement projects belonging to local budgets shall be determined and published by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government or their authorized institutions. Government procurement projects that are not included in the centralized procurement catalogue can be purchased by themselves, or they can be entrusted by centralized procurement institutions to purchase on their behalf within the scope of entrustment. Self-procurement is approved by government procurement, and self-procurement is allowed.
