The House Expropriation Office of Xicheng District People's Government of Beijing is responsible for organizing and implementing the house expropriation and compensation work of this project; Tianqiao Sub-district Office in Xicheng District, Beijing is responsible for the specific implementation of house expropriation as the implementation unit.
The house expropriation scope of this project is: No.2 and No.4 Luchang Street (part); Headline of No.9 Luchang Street (part); No.20, East Lane, Nanheng Street; No.30 (part), No.32 (part), No.36 (part), No.38 (part), No.44 (part), No.46 (part), No.48, No.50 (part), No.52 (part), 1 (part),/kl. This project is a house expropriation project organized by the government, and the main basis for expropriation compensation is:

Third, the expropriated person.
The expropriated person is the property owner of the expropriated house.
The lessee who rents public housing shall be sold by the property right unit in accordance with the housing reform policy within the prescribed time limit, and the lessee shall be compensated according to the owner of the house after purchasing the house.
Four, the area and use of the house to be expropriated
(a) the identification of residential houses and non-residential houses within the scope of house expropriation shall be determined according to the purposes recorded in the house ownership certificate. If the purpose of the house ownership certificate is not recorded, it shall be determined according to the purpose approved by the planning department.
(two) the identification of the construction area of the expropriated house shall be determined according to the construction area recorded in the house ownership certificate.
If the public houses that have been sold in accordance with the housing reform policy within the scope of housing expropriation have not yet obtained the house ownership certificate, the construction area shall be determined according to the construction area indicated in the housing reform sales contract.
The construction area of rented public houses within the scope of house expropriation shall be determined according to the measured construction area. With the consent of the owner and lessee, the construction area of the whole building can also be determined according to 1.333 times of the use area specified in the lease contract.

(a) the expropriated person can choose monetary compensation, but also can choose housing property rights exchange.
1, monetary compensation. If the expropriated person chooses monetary compensation, the compensation for the value of the expropriated house shall be determined according to the market price of the expropriated house similar to real estate on the date of the announcement of the house expropriation decision. This expropriation project provides directional resettlement houses for Fengtai Zhangyi Village, Changping Huilongguan Phase II and Chaoyang Dongba Lightning Phase II. Residents who choose monetary compensation can also buy targeted resettlement houses. In principle, the directional resettlement houses shall be placed according to the standard of purchasing one set for each household, and the relevant resettlement measures shall be notified separately.
2. Property rights exchange. The expropriation project provides houses in Fengtai Zhangyi Village, Changping Huilongguan Phase II and Chaoyang Dongba Lightning Phase II for property rights exchange. If the expropriated person chooses to exchange property rights, the difference between the value of the expropriated house and the value of the house used for property rights exchange shall be calculated and settled with the expropriated person.
(2) Compensation for expropriation of public houses
1. If the self-managed public houses are expropriated or the right to use the directly managed public houses is recovered, the public houses lease relationship between the house owner and the public houses lessee will automatically terminate from the date when the house expropriation decision is issued.
2. If the lessee of public housing is willing to purchase the leased public housing in accordance with the housing reform policy, it shall purchase it within 20 days from the date of the announcement of the house expropriation decision, and the owner of the house shall cooperate with the work of selling houses. After buying a house, the lessee of public housing, as the expropriated person, signed a compensation agreement with the district and county housing expropriation departments.
3. If the lessee of public houses is unwilling to purchase houses in accordance with the housing reform policy within the prescribed time limit, the owner of the house can reach a written agreement with the lessee of public houses within the prescribed time limit, and resettle the lessee of public houses through monetary compensation or other housing methods. If a written agreement is reached, the district and county house expropriation departments shall compensate the house owners.
4. If the lessee of public housing fails to purchase the leased public housing in accordance with the housing reform policy within 20 days after the announcement of the house expropriation decision, and fails to reach an agreement with the owner of the house, the district and county house expropriation departments shall compensate the owner of the house according to the replacement price, and the total compensation for the lessee of public housing after deducting the replacement price from the house value determined according to the expropriation compensation scheme shall be signed by the district and county house expropriation departments respectively with the owner of the house and the lessee of public housing; The lessee of public housing can also choose housing placement according to the compensation scheme, and the difference between the compensation obtained and the purchase price of housing placement shall be borne by the lessee of public housing. If the lessee of public houses fails to reach an agreement within the signing period determined by the expropriation compensation scheme, the district or county house expropriation department shall report to the district or county people's government to make a compensation decision.
5. After examination, it is found that other public houses that have been leased or purchased by the lessee of public houses have reached the target, and the district and county housing expropriation departments compensate the property owners, but do not compensate the lessee of public houses; According to the provisions of this Municipality on the examination and allocation of rent, if the lessee of public housing has rented low-rent housing, public rental housing, or purchased affordable housing or price-limited commercial housing and needs to vacate the original rented public housing, the lessee of public housing will not be compensated.
If the household registration is empty in the name of the owner of the house or the lessee of the public housing, but actually does not live here or is maliciously divided by the house expropriation, the district and county house expropriation departments will not compensate the empty households or maliciously divided households.
(three) the standard rent for private houses.
For private houses with standard rent, the district and county house expropriation departments shall compensate the owner of the house and subsidize the lessee of private houses with standard rent, and the subsidy standard shall be paid after deducting the total compensation for the house value determined by the compensation scheme.
Six, the housing difficulties of households standards and subsidies
For families with housing difficulties who have permanent residence in this city, live in self-built houses for a long time and their spouses have no other formal housing within the administrative area of this Municipality, the district and county housing expropriation departments can give special difficulties subsidies according to the actual situation in this area, and the subsidy standard is 70,000 yuan per household.
Seven. Housing security
Residents who meet the conditions of housing security within the scope of collection should give priority to housing security. Residents who have obtained the qualification of housing security before the announcement of the house expropriation decision will no longer enjoy housing security.
Eight, relocation expenses, temporary resettlement subsidies
(1) Relocation subsidy: calculated according to the construction area of the expropriated official house, 40 yuan/m2 for residential house and 50 yuan/m2 for non-residential house.
(2) Transfer fee: 235 yuan per phone; Cable TV subsidizes 300 yuan for every household; Transfer of air conditioners (except window machines) will be subsidized to 400 yuan for each unit.
(3) Temporary resettlement subsidy: If the expropriated person does not choose directional resettlement housing, he shall pay a one-year turnover subsidy according to the official construction area of the expropriated house, with the standard of 150 yuan/m2/month; If the expropriated person chooses the directional resettlement house, the payment period of the turnover allowance is from the date of moving and delivering the house to the fourth month after the actual delivery date, and the standard is 150 yuan/m2/month.
(4) Compensation for loss of production and business suspension: According to the Interim Measures for Compensation for Loss of Production and Business Suspension of Expropriated Houses on State-owned Land in Beijing, the loss of production and business suspension caused by expropriation of houses shall be compensated according to the standard of-3,000 yuan/m2 in 800 yuan, or assessed and determined with reference to the relevant provisions of the Interim Measures for Compensation for Loss of Production and Business Suspension of Expropriated Houses on State-owned Land in Beijing.
(five) if the expropriated person does not choose the directional resettlement house, the subsidy of 3000 yuan/square meter shall be given according to the formal construction area of the expropriated house.
Nine, other subsidies and incentives
(1) incentive fee for early relocation: If the compensation agreement is signed within the time limit specified in the announcement of the expropriation decision, each household will be given an incentive fee of 50,000 yuan for early relocation;
(2) Special incentive fee for key projects: If the house is moved within the time limit stipulated in the expropriation announcement, each household will be given an incentive fee of 654.38+10,000 yuan for key projects;
(3) Disability and living allowance:
Low-income families enjoy a one-time temporary subsidy of 40 thousand yuan; Disabled card personnel enjoy a one-time temporary subsidy of 40 thousand yuan; Families with low-income disabled cards enjoy a one-time temporary subsidy of 60,000 yuan.
X. Signing time limit and compensation agreement
