The administrative department of city appearance and environmental sanitation is responsible for the management of city appearance and environmental sanitation in this area. The administrative punishment and administrative compulsion stipulated in these Regulations shall be implemented by the comprehensive law enforcement department of urban management; If the comprehensive law enforcement of urban management is not implemented, it shall be implemented by the law enforcement departments as stipulated by laws and regulations.
Development and reform, public security, land and resources, environmental protection, housing and urban construction, transportation, water conservancy, health and family planning, industry and commerce, food and drug supervision, gardens, aquatic animal husbandry and veterinary departments are responsible for the management of city appearance and environmental sanitation within their respective functions and duties. Article 5 The administrative department in charge of city appearance and environmental sanitation shall, jointly with the departments of development and reform, environmental protection, housing and urban construction, health and family planning, food and drug supervision, formulate a special plan for city appearance and environmental sanitation in this area. Article 6 The competent administrative department of city appearance and environmental sanitation shall, according to the standards of city appearance and environmental sanitation stipulated by the state and the autonomous region, formulate the standards of city appearance and environmental sanitation in conjunction with the relevant departments in light of the actual situation. Article 7 The people's governments of cities and counties (cities, districts) shall incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, and include the funds needed for the cause of city appearance and environmental sanitation into the fiscal budget to guarantee it. Eighth city appearance and environmental sanitation administrative departments should strengthen the publicity and education of city appearance and environmental sanitation management laws and regulations and knowledge.
Radio, television, newspapers, Internet and other mass media should arrange public welfare publicity content in the aspect of city appearance and environmental sanitation.
Managers of public places such as shopping malls, airports, stations, docks and tourist attractions shall assist the relevant administrative departments in publicizing and educating the knowledge of city appearance and environmental sanitation. Article 9 Advocate and encourage residents' (village) meetings and owners' meetings in residential areas to formulate management regulations for maintaining the city appearance and environmental sanitation in this region, mobilize residents' (village) and owners to actively participate in the city appearance and environmental sanitation management, and create and maintain a clean and beautiful environment. Article 10 Citizens, legal persons or other organizations are encouraged to invest and donate money to build city appearance and environmental sanitation facilities, establish diversified investment and financing mechanisms, and protect the legitimate rights and interests of investors and funders according to law. Eleventh any unit or individual has the right to discourage, complain and report acts that damage or destroy the city appearance and environmental sanitation.
The administrative department of city appearance and environmental sanitation shall publish the contact information of complaints and reports, accept complaints and reports in a timely manner according to law, and inform the named complainants and informants of the handling results, and keep them confidential. Twelfth any unit or individual shall respect the work of the city appearance and environmental sanitation workers, and shall not hinder or obstruct the city appearance and environmental sanitation workers from performing their official duties.
City appearance and environmental sanitation workers shall abide by professional ethics and standardize their operations. Chapter II Responsibility of City Appearance and Environmental Sanitation Article 13 The management of city appearance and environmental sanitation shall implement the management system of the area of responsibility.
City, county (city, district) people's government shall delimit the responsibility area of city appearance and environmental sanitation according to the jurisdiction, and sign a letter of responsibility with the responsible person to clarify the responsibility of city appearance and environmental sanitation; If the scope of responsibility is trans-regional, it shall be determined by the people's government at the next higher level.
The administrative department of city appearance and environmental sanitation shall give professional guidance to the responsible person, and supervise and inspect the performance of the city appearance and environmental sanitation responsibility. Fourteenth city appearance and environmental sanitation responsible person is determined in accordance with the following provisions:
(a) the scope of urban roads and road isolation belts, bridges and their safety protection zones shall be the responsibility of the administrative department of city appearance and environmental sanitation;
(two) rivers, lakes, reservoirs, ponds, urban public drainage channels and other urban public waters, which are managed by them;
(three) the scope of urban rail, tunnel, underground passage, pedestrian bridge and parking lot shall be the responsibility of the management department;
(four) cultural and entertainment venues, stadiums, tourist attractions, parks, green spaces, squares, airports, docks, stations and other public places, by its management;
(five) markets, shopping malls, restaurants, hotels, exhibition venues and other places of business, by its management;
(6) Facilities such as bus shelters, newsstands, telephone booths, outdoor advertisements, posting boxes, box-type power distribution rooms, communication exchange boxes, road manhole covers, overhead pipelines, etc. shall be in the charge of business managers;
(seven) the residential area that implements property management is responsible by the property right unit, and the residential area that does not implement property management is responsible by the owners or their entrusted units and personnel;
(eight) the construction site and the site that has not been handed over after completion shall be the responsibility of the construction unit, and the land to be built shall be the responsibility of the obligee;
(nine) the local organs, organizations, troops, enterprises and institutions shall be responsible for this unit;
(ten) streets, community non municipal roads, residential areas and their ancillary facilities. Responsible by the neighborhood offices and communities;
(eleven) public toilets, garbage transfer stations and other environmental sanitation facilities by the management unit.
If the responsible person is not clear, the responsible person shall be determined by the people's government of the city or county (city or district).
