China Haicheng Engineering Science & Technology Co., Ltd (hereinafter referred to as "the company") was formerly known as Shanghai Design Institute of China Light Industry, which was formed by merging Shanghai Light Industry Design Institute of the former Ministry of Light Industry and Shanghai Food Industry Design Institute of the Ministry of Light Industry.

In April 1953, the Basic Construction Bureau of the Ministry of Light Industry created the East China Branch of the design company in Shanghai, which was changed to the Shanghai Branch of the Paper Design Institute of the Ministry of Light Industry in 1956, and later renamed Shanghai Light Industry Design Institute of the Ministry of Light Industry.

In January 1956, the Ministry of Light Industry established the Food Industry Design Office in Shanghai, and in August of the same year, the office was expanded into the Food Industry Design Institute of Light Industry.

In October 1970, Shanghai Light Industry Design Institute of the Ministry of Light Industry and Food Industry Design Institute of the Ministry of Light Industry merged to form Shanghai Light Industry Design Institute of the Ministry of Light Industry.

In February 1993, Shanghai Light Industry Design Institute of the Ministry of Light Industry was first registered in Shanghai Administration for Industry and Commerce, and obtained the business license of enterprise legal person with registration number 3101041022433, and the registered capital of the company was 12,180,000.00 yuan. The said capital was verified by Shanghai Huixin Accounting Firm, which issued the Capital Verification Report No. 93-2-68.

In April 1995, Shanghai Light Industry Design Institute of the Ministry of Light Industry changed its name to Shanghai Design Institute of China Light Industry. 2000, in November 2000, the State Light Industry Bureau approved and agreed to the document [2000] No. 415 of the State Intelligence Regulation, to increase the registered capital to RMB 40,000,000.00 by capital surplus. According to the provisions of Guo Ban Fa [2000] No. 71 of the General Office of the State Council of the People's Republic of China and the State Council of the People's Republic of China in November 2000, "Notice of the General Office of the State Council Transmitting to the Ministry of Construction and Other Departments on the Implementation Plan of the System Reform of the Engineering Surveying and Designing Units Directly Attached to the Central Authorities", and by the Ministry of Finance of the People's Republic of China and the State Council of the People's Republic of China and the State Council of the People's Republic of China, the Ministry of Finance and Finance Cai Qie [2000] No. 751 "On the Agreements on the Transfer of State-owned Assets to the Beijing Light Industry Design Institute and Other 7 Enterprises Approval of State-owned Assets Transferred to China Light Industry Beijing Design Institute" approved, the former State Light Industry Bureau directly under the China Light Industry Shanghai Design Institute and other seven design institutes of state-owned assets transferred to the China Light Industry Beijing Design Institute free of charge, in November 2000, the China Light Industry Beijing Design Institute at the same time changed its name to the China Light Industry International Engineering Design Institute. China Light Industry Shanghai Design Institute became a 100% holding unit under China Light Industry International Engineering Design Institute.

In March 2003, China Light Industry International Engineering Design Institute was renamed as China Haicheng International Engineering and Investment Institute.

Ltd. contributed RMB10,000,000 in monetary funds, equivalent to 6,538,462 shares, accounting for 7.692% of the registered capital; Shanghai First Pharmaceutical Co. Ltd. contributed RMB6,500,000 in monetary funds, equivalent to 4,250,000 shares, accounting for 5% of the registered capital; Yang Zhihai and other 34 natural persons contributed RMB5,000,000 in monetary funds, equivalent to 3,269,230 shares, accounting for 3.846% of the registered capital. On January 25, 2007, the China Securities Regulatory Commission issued the certificate supervising the issuance of the word [2007] No. 22 approved the company's public offering of up to 29 million new shares;
