Article 8 The municipal competent department entrusts a unit with the conditions for examination and approval to provide unified collection, transportation and treatment services for kitchen waste through bidding. Ninth food processing, catering services, canteens and other kitchen waste generating units have the obligation to pay the service fee for the transportation and treatment of kitchen waste. The service fee for the transportation and treatment of kitchen waste shall be collected and paid with reference to the freight and treatment service fee of urban domestic waste, and the charging standard shall be formulated separately by the municipal competent department in conjunction with the municipal competent price department. Article 11 A kitchen waste generating unit shall abide by the following provisions:

(3) It has a sound technology, quality, safety and monitoring management system and can be effectively implemented;
(4) having a legal road transport business license and vehicle driving license;
(5) Having a fixed office and parking place for machinery, equipment and vehicles.
Conditions for applying for kitchen waste treatment services:
(1) The applicant is a legally registered enterprise legal person with a registered capital of not less than RMB 5 million;
(2) The location of kitchen waste treatment facilities conforms to urban and rural planning, and planning permission documents have been obtained;
(3) the processing capacity is not less than 111 tons/day;
(4) having at least five personnel with professional titles above junior level, including technical personnel in environmental engineering, machinery, environmental monitoring and other professions. The technical person in charge has more than 5 years working experience in kitchen waste treatment service, and has intermediate or above professional and technical titles;
(5) It has a sound management system for process operation, equipment management, environmental monitoring and protection, financial management, production safety, metrology and statistics, and can be effectively implemented;
(6) It has a perfect discharge scheme for waste water, waste gas, waste residue and other treatment residues that meet the standards;
(7) There are plans for pollution control and emergencies.
