On the morning of October 26th, we continued our party class, and the topic of this lecture was the experience of implementing the scientific outlook on development. The speaker combined the specific content of the scientific concept of development and his experience to give us a discussion. His explanation gave me a profound experience, the following is my party class learning experience.

I. The content and meaning of the scientific concept of development

During this period of party study, I also stepped up my self-study of the scientific concept of development put forward by the 17th Party Congress. The report of the 17th National Congress made a clear statement on the importance of the scientific concept of development: the scientific concept of development is the inheritance and development of the three generations of the Party's central leadership on the important idea of development, is the concentrated embodiment of the Marxist worldview and methodology on development, is the same as Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the "Three Represents" important ideas both in the same lineage. "It is a scientific theory that is both inherited and advancing with the times, an important guideline for China's economic and social development, and a major strategic idea that must be adhered to and implemented for the development of socialism with Chinese characteristics. The scientific connotation of the scientific concept of development: the scientific concept of development, the first meaning is development, the core is people-oriented, the basic requirement is comprehensive, coordinated and sustainable, the fundamental method is to take into account. The scientific concept of development is the first priority of our ruling country, the reason why I say so, precisely because the first meaning of the scientific concept of development is development, Deng Xiaoping emphasized: development is the hard way. We should not only develop, but also develop in a good and fast manner. While developing, we must insist on comprehensive, coordinated and sustainable development, rising from the previous economic, political and cultural construction to economic, political, cultural and social construction. It has developed from a trinity to a quadrinity, with the goal of building our country into a modern socialist country that is rich, strong, democratic, civilized and harmonious. The 17th National Congress also for the first time put the construction of ecological civilization and material civilization and spiritual civilization on an equal footing development.

II. The origin of the scientific concept of development and the formation of the background

The scientific concept of development is a fundamental guiding significance of the theoretical innovations put forward by the Party from the overall situation of the development of the Party and the national cause in the new century and new stage. The lessons learned from the development of countries around the world provide a broad global environment for the formation of the scientific concept of development, the great practice of socialist construction for more than 50 years under the leadership of the Communist Party of China (CPC), especially the practice of reform and opening up for more than 20 years, is the domestic basis of the scientific concept of development, and the practical requirements of the development of China's new stage in the new century is the direct background for the formation of the scientific concept of development. First, the scientific concept of development is put forward on the basis of the lessons learned from the development of countries all over the world and the useful results of foreign development theories, and the lessons learned from the development of countries all over the world have provided a broad global background environment for the formation of the scientific concept of development. Second, the scientific concept of development was put forward on the basis of summarizing the lessons learned from the practice of socialist construction in China over a long period of time. The great practice of socialist construction for more than 50 years under the leadership of the Communist Party of China (CPC), especially the practice of reform and opening-up for more than 20 years, is the domestic background for the formation and proposal of the scientific concept of development. Third, the scientific concept of development is put forward on the basis of a profound analysis and grasp of the requirements of the current stage of development in China. The practice of the new century and new stage is the direct background of the formation of the scientific concept of development. To be precise, the scientific concept of development was formally put forward at the Third Plenary Session of the 16th CPC Central Committee. The direct catalyst of the scientific outlook on development is the new practice and its requirements since the 16th National Congress. Combing through the development situation since the 16th National Congress, there are at least three major factors that can be the direct reason for the central government to put forward the scientific concept of development.1. The formation and proposal of the scientific concept of development, first of all, has a direct and intrinsic connection with the goal of building a moderately prosperous society in an all-round way. Since the reform and opening up, China has made historic achievements in economic and social development. By the end of the twentieth century, China had achieved the goals of the first and second steps of the three-step modernization strategy, and people's lives had generally reached a moderately prosperous level. However, this level of well-being was low, incomplete and very unevenly developed. For example, of the 16 indicators and thresholds for moderately prosperous societies set in 2000, at least three had not been reached by 2002: the per capita income of peasants, the per capita daily intake of protein, and primary health care in rural areas. These three indicators reflect the problem that the urban-rural gap, regional disparities and the lack of coordination in economic and social development have affected the overall situation of China's modernization. We can see that many of the basic requirements of scientific development have already been reflected in the Party's goal of a moderately prosperous society in all its aspects, as demonstrated by the fact that, first, on the basis of the economic goal of "quadrupling the number of people in the world", comprehensive requirements for industrialization, urbanization, social security and the construction of a market system have been put forward; second, the requirements for democracy, the rule of law and human rights have been put forward; and third, the requirement of "comprehensive human development" has been put forward. The issue of "comprehensive human development" was raised, and ecological civilization was included in the target system. 2. It can be said that the "SARS" incident in 2003 directly stimulated the emergence of the scientific concept of development. This sudden disaster, although it lasted only two months or so, caused great losses to economic development, especially to tourism, commercial services, transportation, and foreign trade. At that time, with the spread of the SARS virus, the entire Chinese society was in turmoil, health resources were seriously insufficient, and the lagging nature of China's social development was exposed. The Central Committee of the Communist Party of China (CPC) put the health and safety of the people in the first place, and promptly studied and deployed the prevention and treatment work, which led to a major victory in the fight against SARS. At the same time, the Central Committee also y realized the importance of scientific development. Therefore, shortly after the decisive victory in the fight against SARS, the Central Committee of the CPC proposed to implement the policy of coordinated economic and social development, coordinated regional development, and harmonious development between human beings and nature. From this, we can see that the SARS incident is an important and direct factor for the scientific outlook on development.3. The requirements of the critical period are a direct and objective reason for the emergence of the scientific outlook on development. One of the data that deserves our great attention is that by 2003, the per capita GDP of our country exceeded 1,000 US dollars. The development process in many countries has shown that after GDP per capita exceeds $1,000, economic and social development enters a critical period. During this critical period, the right measures can promote rapid economic development and smooth social progress, while the wrong ones can lead to economic stagnation and long-term social unrest. Some Latin American and Southeast Asian countries have experienced economic stagnation and even social unrest and regime change during this period. At present, our country is facing a period of important strategic opportunities that must be grasped and can be greatly utilized, as well as a period of accentuation of social contradictions and problems that are more prominent. Taken together, at this new stage, China's economic and social development has put forward a series of new requirements: First, China's socialist market economic system needs to be perfected; secondly, the crude economic growth mode needs to be fundamentally changed; thirdly, the task of solving the problems of agriculture, rural areas and farmers is very prominent; fourthly, China's capability of independent innovation urgently needs to be improved; fifthly, the task of building a moderately affluent society in an all-round way is onerous; sixthly, the task of narrowing the gap between the development of the economy and promoting coordinated economic and social development is arduous. The task of narrowing the development gap and promoting coordinated economic and social development is arduous; seven, the requirements for integrating domestic development and opening up to the outside world are even higher; eight, the requirements for developing socialist democratic politics and advanced culture are even higher; nine, the construction and management of society is faced with a series of new topics; and ten, the unfavorable factors affecting social stability and harmony need to be confronted. The scientific concept of development is put forward on the basis of a profound analysis and grasp of the requirements of the current stage of development in China.

Three. The scientific concept of development to the implementation of specific jobs

Implementation of the scientific concept of development is our work, study guidelines, it is not only all work, study, and throughout each of our work, study all the time. As a college student, party activists, to strengthen the advanced education, implement the scientific concept of development, is to strengthen the party's cultivation, to the party's standards, firm ideals and beliefs, strict political discipline, and constantly improve the political sensitivity and political discernment, and strive to build a career in their positions. For us students, getting our studies right is our most fundamental task.

We college students should respond to the Party's call to establish a correct outlook on life, values and worldview. In the usual learning life, we should strive to improve their quality in all aspects, ability, learning number of this professional scientific knowledge, to achieve comprehensive development and progress, which is also the scientific concept of development of comprehensive, coordinated and sustainable development performance. The speaker emphasized that we college students 2/3 of the time is their own arrangements, the time to arrange these arrangements, will be very different from others, will make themselves prominent in all aspects, envisage that we are not even good arrangements for their own time, how to talk about the implementation of the scientific concept of development? Therefore, the implementation of the scientific concept of development is not far away from us, is around us. We young people should set up ambitious socialist ideals, firm ****productivist beliefs, and effectively implement the scientific concept of development.
