We can see that many of the basic requirements of scientific development have already been reflected in the Party's goal of a moderately prosperous society in all its aspects, as demonstrated by the fact that, first, on the basis of the economic goal of "quadrupling the number of people in the world", comprehensive requirements for industrialization, urbanization, social security and the construction of a market system have been put forward; second, the requirements for democracy, the rule of law and human rights have been put forward; and third, the requirement of "comprehensive human development" has been put forward. The issue of "comprehensive human development" was raised, and ecological civilization was included in the target system. 2. It can be said that the "SARS" incident in 2003 directly stimulated the emergence of the scientific concept of development. This sudden disaster, although it lasted only two months or so, caused great losses to economic development, especially to tourism, commercial services, transportation, and foreign trade. At that time, with the spread of the SARS virus, the entire Chinese society was in turmoil, health resources were seriously insufficient, and the lagging nature of China's social development was exposed. The requirements of the critical period are a direct and objective reason for the emergence of the scientific outlook on development. One of the data that deserves our great attention is that by 2003, the per capita GDP of our country exceeded 1,000 US dollars. The development process in many countries has shown that after GDP per capita exceeds $1,000, economic and social development enters a critical period. During this critical period, the right measures can promote rapid economic development and smooth social progress, while the wrong ones can lead to economic stagnation and long-term social unrest. Some Latin American and Southeast Asian countries have experienced economic stagnation and even social unrest and regime change during this period. At present, our country is facing a period of important strategic opportunities that must be grasped and can be greatly utilized, as well as a period of accentuation of social contradictions and problems that are more prominent. Taken together, at this new stage, China's economic and social development has put forward a series of new requirements: First, China's socialist market economic system needs to be perfected; secondly, the crude economic growth mode needs to be fundamentally changed; thirdly, the task of solving the problems of agriculture, rural areas and farmers is very prominent; fourthly, China's capability of independent innovation urgently needs to be improved; fifthly, the task of building a moderately affluent society in an all-round way is onerous; sixthly, the task of narrowing the gap between the development of the economy and promoting coordinated economic and social development is arduous. The task of narrowing the development gap and promoting coordinated economic and social development is arduous; seven, the requirements for integrating domestic development and opening up to the outside world are even higher; eight, the requirements for developing socialist democratic politics and advanced culture are even higher; nine, the construction and management of society is faced with a series of new topics; and ten, the unfavorable factors affecting social stability and harmony need to be confronted. The scientific concept of development is put forward on the basis of a profound analysis and grasp of the requirements of the current stage of development in China.
