Major government subsidies include: financial interest rate, research and development subsidies, and policy subsidies. The main forms of government subsidies are: financial allocations, financial subsidies, tax rebates, and gratuitous transfers of non-monetary assets. Gratuitousness is the basic characteristic of government grants. The government does not therefore enjoy ownership of the enterprise, and the enterprise does not need to repay in the future. This feature distinguishes government grants from two-way, mutually beneficial economic activities between the government and the enterprise, such as capital invested by the government as the owner of the enterprise and government procurement. Government grants are usually accompanied by certain conditions, which does not contradict the gratuitous nature of government grants, and does not indicate that the grants are paid, but rather the enterprise through the legal procedures to apply for government grants, should be used in accordance with the purposes of the government to use the grants.
