article 2 these provisions shall apply to the prohibition of setting off fireworks and firecrackers and related supervision and management activities within the administrative area of this municipality.

Article 3 Fireworks and firecrackers are prohibited in the administrative areas of Xindu District, Xiangdu District, Renze District and Nanhe District of this Municipality.

Fireworks and firecrackers are prohibited in urban areas where other people's governments at the county level are located.

the people's governments at the municipal and county levels may, according to the actual situation of their respective administrative areas, determine other areas where fireworks and firecrackers are prohibited, and make an announcement to the public in a timely manner.

fireworks and firecrackers are not allowed to be sold in areas where fireworks and firecrackers are prohibited.

Article 4 Fireworks and firecrackers are prohibited in the following places outside the no-discharge zone:

(1) Public places such as office areas of party and government organs, medical institutions, kindergartens, schools, nursing homes, parks, shopping malls, theaters, cultural relics protection units, large-scale cultural and sports venues, archives and bazaars;

(2) transportation hubs such as stations and airports and railway line safety protection zones;

(3) production and storage units of inflammable and explosive articles;

(4) in the safety protection zone of power transmission and transformation facilities and near communication lines;

(5) key fire prevention areas such as forest, grassland, woodland and green space;

(6) Important military areas.

in the places listed in the preceding paragraph, the people's governments at the municipal and county levels shall organize the setting of warning signs prohibiting the discharge of fireworks and firecrackers, and do a good job in safety tips and prevention.

article 5 the people's governments at the municipal and county levels shall, according to the warning level of heavy pollution weather and in accordance with the prescribed procedures, start the emergency plan in time, release the warning information of heavy pollution weather to the society through the media, and implement emergency response measures such as prohibiting the discharge of fireworks and firecrackers in the whole region.

if the emergency response measures against fireworks and firecrackers in the whole region are implemented, the people's governments at the municipal and county levels shall announce the prohibition of fireworks and firecrackers to the public through the media.

article 6 the people's governments at the municipal and county levels shall strengthen their leadership, establish a deliberation and coordination mechanism, and coordinate the work of prohibiting the discharge of fireworks and firecrackers.

township (town) people's governments and sub-district offices should include the prohibition of fireworks and firecrackers in the comprehensive management of grassroots social security, and strengthen organization, coordination, guidance and supervision.

the people's governments at all levels in this municipality shall include the relevant funds for prohibiting the discharge of fireworks and firecrackers in the fiscal budget at the same level.

Article 7 Public security organs shall be responsible for the safety management of fireworks and firecrackers, and investigate and punish illegal fireworks and firecrackers according to law.

departments such as emergency management, market supervision, administrative examination and approval, urban management, ecological environment, meteorology, education, supply and marketing shall, according to their respective responsibilities, strengthen cooperation and linkage, and do a good job in the control of fireworks and firecrackers.

article 8 the people's governments at all levels and their relevant departments shall strengthen the publicity and education on the prohibition of setting off fireworks and firecrackers.

neighborhood (village) committees, owners' committees, and property service enterprises shall assist relevant departments to do a good job in prohibiting the discharge of fireworks and firecrackers, and strengthen publicity, education and guidance for neighborhood (village) residents and owners.

State organs, enterprises, institutions and other social organizations shall conduct publicity and education on the prohibition of setting off fireworks and firecrackers in their own units and industries.

Media units such as radio, television, newspapers, and the Internet, as well as outdoor advertising operators and publishers, should carry out public welfare propaganda and public opinion supervision to prohibit the discharge of fireworks and firecrackers.

schools and guardians of minors should educate minors about the safety of fireworks and firecrackers and the prohibition of setting off fireworks and firecrackers.

encourage social organizations and volunteers such as environmental protection to participate in voluntary service activities that prohibit the discharge of fireworks and firecrackers.

encourage and advocate the use of safe, environmentally friendly, low-carbon and green methods to replace fireworks and firecrackers.

article 9 to apply for holding fireworks parties and other large-scale fireworks display activities, the organizer shall apply to the public security organ for permission in accordance with the provisions on hierarchical management.

if a public security organ grants a license, it shall announce the contents of the license to the public.

fireworks parties and other large-scale fireworks display activities shall be set off in accordance with the safety regulations for fireworks display and the approved fireworks display operation plan.

Article 11 Units and individuals that provide catering, accommodation, wedding ceremonies and funeral services in areas where fireworks and firecrackers are prohibited shall inform the clients of the relevant regulations prohibiting the discharge of fireworks and firecrackers, and shall not provide related services to discharge fireworks and firecrackers on their behalf, and shall discourage the discharge of fireworks and firecrackers in their areas of responsibility for city appearance and environmental sanitation; Those who refuse to listen to dissuasion shall report to the public security organ in time.

article 11 citizens, legal persons and other organizations have the right to report the illegal discharge of fireworks and firecrackers to the public security organs. The public security organ shall set up a special hotline for reporting, and after receiving the report, it shall promptly investigate and handle it or hand it over to the relevant departments according to its duties and powers. If the report is true, it shall be rewarded, and the specific measures shall be formulated by the Municipal People's government.

article 12 where any unit or individual violates these regulations and is subject to administrative punishment, relevant information shall be included in the social credit information publicity system according to law.

article 13 if the relevant administrative departments and their staff neglect their duties, abuse their powers or engage in malpractices for selfish ends in the management of prohibiting the discharge of fireworks and firecrackers, the directly responsible person in charge and other directly responsible personnel shall be punished according to law.

Article 14 Whoever, in violation of these regulations, sets off fireworks and firecrackers in areas or places where fireworks and firecrackers are prohibited, shall be ordered by the public security organ to stop the discharge and be fined from 111 yuan to 511 yuan; If it constitutes a violation of public security administration, it shall be punished according to law.

article 15 if fireworks parties and other large-scale fireworks display activities are held without permission, or the fireworks display operation units and workers violate the safety regulations and the fireworks display operation plan, the public security organs shall order them to stop the fireworks display and impose a fine of not less than 11,111 yuan but not more than 51,111 yuan on the responsible units.
