After more than two years of argumentation, revision and deliberation, the "Jinan Commercial Network Development Plan", which has attracted much attention, was officially promulgated on the 5 th. According to this development plan, from now until 2020, Jinan will build three business districts with different grades and levels: the old city business district, the main city business district and the new city business district, forming a structural layout of "one core, two districts, four pieces and four hearts".

Create the "three business districts" of the city

The layout system of commercial outlets in Jinan is planned to form three different levels of business districts: the old city business district, the main city business district and the new city business district. Among them, the business circle of the old city is within the inner ring of the city surrounded by Lishan Road, Beiyuan Street, Weishi Road and Jingshi Road, and consists of two parts: the central business district located in the old city and the commercial port district located on the west side of the old city. The commercial development of the old city business circle is mainly based on transformation and upgrading, fully excavating historical connotation, and creating a new business circle that organically combines traditional commerce with modern commerce.

The business circle in the main city is located outside the business circle in the old city, which is determined by the overall urban planning. Located in the east of Yufu River, west of the East Ring Road of Ring Expressway, between the Yellow River and the southern mountainous area, including Lashan, Dangjia, Yanshan, Wangsheren and Xianwen. In this business circle, Jinan will plan to build two municipal commercial sub-centers, highlighting the image of the commercial center of the modern urban new district.

The new city business circle refers to the whole urban planning and construction land range of "one city and two districts" determined by the overall urban planning. Outside the business circle of the main city, including the eastern city and the western city, modern new cities will rise in the east and west wings of the main city respectively. It is planned to build municipal commercial sub-centers in the eastern cities and the core areas of western cities respectively, fully display the image of modern commercial centers, and form a new modern urban business circle with orderly spatial distribution, reasonable layout, distinctive style and perfect facilities as soon as possible.

According to the plan, Jinan will form a commercial layout of "one core, two districts, four pieces and four hearts". "One core" refers to the municipal commercial core area, and the traditional central business district of Jinan in the ancient city area will be upgraded to the municipal commercial development core area. Recently, the construction of Furong Street, Jing Shun Street and Xixiang Commercial Street in this area will be fully launched.

"Second District" refers to two characteristic commercial districts, namely, the scientific and cultural characteristic commercial district of Shanda Road and the historical and cultural characteristic commercial district of Shangbu District. The business district with scientific and cultural characteristics of Shanda Road refers to the area located east of Lishan Road, west of the Second Ring Road, south of Jingyi Road (extension line) and north of Jingshi Road. Shangbu District refers to the area west of Shunhe Street, east of Weishi Road, south of Jingyi Road and north of Qi Jing Road. It is planned to develop Shangbu District into a commercial district with historical and cultural characteristics, which embodies historical context and traditional cultural characteristics and has both leisure and entertainment functions, and to explore and upgrade the old-fashioned businesses.

"Sipian" refers to four commercial districts: Hero Mountain Commercial District, Northern Small Commodity Market Commercial District, Olympic Sports Yanshan Modern Commercial District and Gushan University Cultural Leisure Commercial District. "Four Hearts" refers to four municipal commercial sub-centers. Jinan will set up four municipal commercial sub-centers in Yanshan New District in the east and Lashan New District in the west of the main city business circle, as well as the core areas in the east and west of the new city business circle to undertake some commercial functions of the city.

According to the plan, Jinan City Commercial Center will form a four-level structure system of 1 municipal commercial center, 4 municipal commercial sub-centers, 20 regional commercial centers and 100 community-level commercial centers. The provincial capital plans to upgrade the traditional central business district to the core area of municipal commercial development, with quancheng road Commercial Street as the core and ancient city, spring water and time-honored brands as the features, and upgrade and transform the time-honored brands.

The four municipal commercial sub-centers are Tang Ye Commercial Sub-center, Yanshan Commercial Sub-center, Lashan Commercial Sub-center and Gushan Commercial Sub-center. Tang Ye Commercial Sub-center provides high-grade comprehensive services for the residents of Guodian, Suncun and Chua's in the eastern cities. Yanshan Commercial Sub-center is located in Yanshan New District, which will integrate shopping, culture, exhibition and tourism, and the construction of the Sub-center will take the lead. Jinan also plans to set up 20 regional commercial centers, including 15 in the main city, 3 in the eastern city and 2 in the western city. There will be 13 regional business centers in the near future.

In addition, for the convenience of residents, Jinan will also plan to set up about 100 community-level commercial centers. By 2020, Jinan also plans to build five large-scale retail outlets, add nine large department stores, add 25 large-scale comprehensive supermarkets, and plan to add six warehouse-type shopping malls, mainly distributed in Dongcheng, Xicheng, Lashan, Wangsheren, Xianwen and other areas; It is planned to add seven large-scale specialty stores, including the municipal commercial center 1, two municipal commercial sub-centers in Tang Ye and Gushan, and the Yanshan and Lashan commercial sub-centers 1.
