it has become a common concern of parents and the whole society to strengthen the management of the surrounding environment of the campus, create a good reading environment and ensure the healthy growth of students. Party committees and governments at all levels in our city attach great importance to this and have taken various effective measures to create a good study environment for students. However, due to the complexity and long-term characteristics of campus surrounding environment management, the "chaotic" situation of campus surrounding environment has not been effectively cured. In this regard, through investigation, we put forward countermeasures and suggestions on how to strengthen the governance of the surrounding environment of the campus.

I. the present situation of the surrounding environment of the campus in our city

At present, there are nearly 611 schools and kindergartens in our city, with nearly 211,111 students, and the number of teachers and students accounts for 21% of our population. The surrounding environment of most campuses in the city is relatively good, but problems such as complex public security, environmental pollution and traffic chaos still exist, and some problems are still worrying. Mainly manifested in:

First, various illegal and criminal activities such as extortion, robbery of teachers and students' property, and violation of teachers and students' personal safety occur frequently. According to the statistics of Anyang No.2 Middle School, in 2117 alone, there were more than 21 cases in which students were forced to ask for property. There are cases in which students' personal property has been violated in mayu town Middle School, Linyi School, luo feng Middle School, Yunzhou Middle School, Anyang Experimental Middle School and Binjiang Middle School.

Second, the Internet cafes, electronic game halls and illegally operated video halls, massage rooms, song and dance halls and rental book stalls within 211m around the school are resurgent. Almost all the primary and secondary schools in the city have Internet cafes or video game halls, and the owners have made it impossible to prohibit minors from entering, which makes people worry. Most of the books lent by the rental bookstall near the school are unhealthy books such as martial arts, fantasy, murder, pornography, etc., which are the most harmful to students' thoughts and lead to students' wrong outlook on life and values.

Third, unlicensed and occupied stalls are a "chronic disease". Most schools have become the concentration places of mobile vendors, such as the mobile frying and baking stalls at the gates of Longshan High School and Binjiang Middle School, and the quality of oil used is difficult to guarantee; Licensed stores sell inferior food without food safety signs and toys with potential safety hazards (such as simulated plastic pistols and children's toys painted with substandard paint); Shops sell cigarettes and alcohol to junior high school students and senior high school students (or even break them up for sale), which seriously harms students' physical and mental health.

Fourth, the pollution of industrial production around the school has not been cured. For example, the brick kiln in the east of Tangxia Town Central Primary School is often foggy, polluting the school environment; The pig farm on the left side of the foot of Daling Mountain near Bishan Middle School stinks; The "Xianjiaji River" in Rui 'an No.4 Middle School crosses the campus, which could have added elegance and freshness to the campus, but the campus environment is greatly reduced due to the serious pollution of its water body. The roadside in front of Anyang High School is full of industrial and construction garbage, which stinks in summer.

Fifth, parents of urban students use private cars to transport students to and from school, which often causes traffic jams at the school gate and sometimes causes traffic accidents.

II. Suggestions on Strengthening the Governance of Campus Surrounding Environment

In order to further strengthen the governance of campus surrounding environment and promote the healthy growth of students, in view of the above problems, this paper puts forward some countermeasures and suggestions on the governance of campus surrounding environment in our city:

(1) Unified leadership and enhanced coordination. The municipal government should earnestly strengthen its leadership, and set up a leading group for environmental governance around the campus led by the municipal government with the participation of public security, justice, education, construction, transportation, culture, health, industry and commerce, quality inspection, urban construction, environmental protection and other departments, and set up a daily inspection team to strengthen supervision and guidance on governance. Relevant law enforcement departments should set up a telephone number to report the rectification of the surrounding environment of the school, and encourage school staff, students, parents of students and social personnel to actively participate in reporting mobile vendors and "black Internet cafes".

Strictly control the examination and approval of cultural and entertainment venues, and it is strictly forbidden to set up billiards, internet cafes and video game halls within 211 meters around the campus; Resolutely ban unlicensed mobile vendors, conduct a comprehensive inventory of department store retail, food processing, catering and other business activities around the campus, and require business households to sign a letter of commitment on the safety of food and children's toys to ensure the personal safety of students.

3. Vigorously rectify the traffic order in and around the campus. The traffic police department of public security should add and improve traffic safety facilities on the roads around the school, and set up traffic signs of "green passage for students to go to and from school" to remind drivers to politely let students pass. Temporary parking spaces will be designated on roads around qualified primary and secondary schools to alleviate the problem of parking difficulties. During the peak period of students' going to and from school, police forces should be sent to the gates of primary and secondary schools with complicated traffic environment for traffic guidance to ensure the traffic safety of students during their going to and from school. At the same time, it is necessary to strengthen law enforcement, curb all kinds of road traffic violations, and severely punish and expose drivers who fail to be polite to students.

4. Strengthen environmental pollution control around the campus. Enterprises that cause serious environmental pollution to schools and affect the health of teachers and students should be punished and instructed to make rectification within a time limit.

(4) improve the system and form a mechanism. The management of the surrounding environment of schools should focus on the long-term mechanism, adhere to the working idea of paying equal attention to rectification and consolidation, and organically combine centralized rectification with daily management. First, it is necessary to improve the functions of the daily inspection working group on environmental governance around the school, give play to its organization and coordination role, and form a joint effort between departments. Second, establish and improve the contact system between schools and inspection teams.
