Labeling halal is to tell the guests who have recently stayed in the hotel that this hotel is Islamic. One is to let believers who also believe in Islam know the nature of the hotel. The other is to tell guests not to violate Islamic taboos (eating pork and drinking alcohol) in hotels.

I think writing halal on food bags is also to let Muslims know the nature of food and eat it with confidence.
