2, capital investment responsibility, including the extraction and use of production safety expenses according to regulations, to ensure that capital investment meets the needs of production safety conditions; Store risk of mortgage for safe production according to regulations; Pay work-related injury insurance premiums for employees according to law; Safety education and training funds guarantee;

3, institutional setup and staffing responsibilities, including the establishment of safety production management institutions in accordance with the law, equipped with safety production management personnel; Entrust and hire registered safety engineers or registered safety assistant engineers to provide safety management services according to regulations;

4 responsible for formulating rules and regulations, including establishing and improving the responsibility system for production safety and various rules and regulations and operating procedures;

5 education and training responsibilities, including organizing employees to participate in safety production education and training according to law and obtain relevant qualification certificates;

6. Safety management responsibilities, including strengthening safety production management according to law; Organize regular safety inspections; Obtain a safety production license according to law; Monitor major hazard sources according to law; Eliminate hidden dangers of accidents in time; Carry out publicity and education on production safety; Unified coordination and management of the work safety of contracting and leasing units;

7. Responsible for accident reporting and emergency rescue, including reporting production safety accidents as required; Carry out accident rescue in time; Properly handle the aftermath of the accident.

Legal basis: Article 50 of the Law of People's Republic of China (PRC) on Work Safety.

When a production safety accident occurs in a production and business operation entity, the principal responsible person of the entity shall immediately organize rescue, and shall not leave his post without leave during the investigation and handling of the accident.

Article 51

Production and business units must participate in industrial injury insurance according to law and pay insurance premiums for employees. The state encourages production and business units to participate in safety production liability insurance; Production and business units belonging to high-risk industries and fields specified by the state shall be insured with production safety liability insurance. The specific scope and implementation measures shall be formulated by the emergency management department of the State Council in conjunction with the finance department of the State Council, the insurance supervision and administration institution of the State Council and the relevant industry authorities.
