Handling food safety license requires food business license application, copy of business license, management text of food safety system, health certificate of managers, site plan of the company, copy of legal person ID card and other related materials, so as to facilitate the examination and approval of personnel handling food hygiene license. Generally, food hygiene licenses are issued about ten days after a decision is made;
First, the food safety license in the food and drug administration website for the process:
1. When the user logs in, open the browser and enter the relevant login address. If the user has an account, enter the registered user name and password in the general login area and click the "Login" button. After the system is successfully verified and logged in, you can enter the system to do related work.
2. For business application, click "License Application" in the navigation menu on the homepage, and you will see the license items first. You can select the approval items that need to be submitted in the order from big category to small category.
Step 1: Click "Fill in Application" in the activity name. When filling in the form, if you encounter multiple lines of operation, you can add or delete the operation lines through the buttons on the right.
Step 2: Fill in the application information and the system will display the activity information page. In this page, the name of the declaration activity will be displayed at the top, and there are three options in the middle of the page: work guide, form filling and form downloading. On the top left of the page is the operation button area, where you will see three buttons: Hold, Submit and Print.
Step 3: Print the application form. After the enterprise users fill in the form information, they can print the paper application form required for this licensing item through Print Preview, and the system will automatically extract the filled information for printing. After printing, the printed application form can be stamped.
Step 4: Submit. Enterprise users can click the "Submit" button after confirming that the information currently filled in is correct. After submission, the application information will be reported to the Food and Drug Administration. At this point, the business application operation is completed.
Two, "food business license" application instructions:
1. To apply for a food business license, one should first obtain the qualifications of a legal subject such as a business license and the health certificates of employees.
2. The applicant fills in the application form. The application form should be printed and bound by the applicant himself, carefully read the instructions and attached application materials, and fill in one by one according to the contents of the application form. The food safety supervision and administration department of the people's government at or above the county level shall confiscate the illegal income, food and food additives, as well as tools, equipment, raw materials and other items used for illegal production and operation.
Three, "food business license" application conditions:
1. Having food raw materials and food processing, packaging and storage places suitable for the variety and quantity of food in operation, keeping the environment of the places clean and tidy, and keeping a prescribed distance from toxic and harmful places and other pollution sources;
2. There are equipment or facilities suitable for the variety and quantity of food, and there are corresponding equipment or facilities for disinfection, changing clothes, washing, lighting, ventilation, anticorrosion, dust prevention, fly prevention, rodent prevention, insect prevention, washing, wastewater treatment and garbage storage;
3, food safety professional and technical personnel, management personnel and rules and regulations to ensure food safety;
4. Have a reasonable equipment layout and technological process to prevent cross-contamination of food to be processed and directly imported food, raw materials and finished products, and avoid food contact with toxic and unclean substances;
5. Other conditions stipulated by laws and regulations.
Before food is listed and traded, its food producers must have relevant food safety certificates. Only with this certificate can we produce, otherwise it is unlicensed production. The food safety license must be handled by the Food and Drug Administration.

Article 35
The state practices a licensing system for food production and marketing. Engaged in food production, food sales, catering services, shall obtain a license according to law. However, sales of edible agricultural products and sales only in prepackaged foods do not require permission. Only selling prepackaged foods shall be reported to the food safety supervision and administration department of the local people's government at or above the county level for the record.
The food safety supervision and administration department of the local people's government at or above the county level shall, in accordance with the provisions of the Administrative Licensing Law of People's Republic of China (PRC), examine the relevant materials required by the provisions of Items 1 to 4 of Paragraph 1 of Article 33 of this Law, and conduct on-site inspection of the applicant's production and business premises when necessary; To meet the prescribed conditions, grant permission; If it does not meet the prescribed conditions, it shall not be permitted and the reasons shall be explained in writing.
Article 109
The food safety supervision and administration department of the people's government at or above the county level shall, according to the food safety risk monitoring, risk assessment results and food safety status, determine the focus, mode and frequency of supervision and management, and implement risk classification management.
The local people's governments at or above the county level shall organize the food safety supervision and management departments and agricultural administrative departments at the same level to formulate the annual food safety supervision and management plan in their respective administrative areas, announce it to the public and organize its implementation.
The annual food safety supervision and management plan shall take the following matters as the focus of supervision and management:
(a) The main and supplementary foods for infants and other specific groups;
(2) The acts added in the production process of health food and the acts of organizing production according to the technical requirements of registration or filing, and the information about functional publicity in the labels, instructions and publicity materials of health food;
(three) food producers and operators with high risk of food safety accidents;
(four) food safety risk monitoring results show that there may be food safety hazards.
