Legal basis: Article 33 of the Regulations of the People's Republic of China on the Administration of National Accommodation shall meet the following conditions at the same time:

(1) With the consent of the owners whose exclusive parts account for more than half of the total building area of the residential area and more than half of the total number;

(2) If the owner changes the residence into a business accommodation room, it shall obtain the consent of the interested owner;

(3) It shall be approved by the planning administrative department according to law if it involves changing the use function of the house;

(4) It complies with the provisions of other relevant laws and regulations and the provisions of the management regulations.
