(3) Funding channels
The district where the enterprise is registered will transfer the central employment subsidy funds and the employment subsidy funds of all districts from the municipal finance, and make overall arrangements.
(4) Application for examination and approval
1. Eligible enterprises should apply for subsidies to the Human Resources and Social Security Bureau of the district where the enterprise is registered before February 65438+3 1, 2022 (see Annex for the application form). Failing to apply within the time limit shall be deemed as a waiver.
2. The District Human Resources and Social Security Bureau shall, when examining the application conditions of enterprises, be based on the types of industries declared by enterprises themselves when they register for insurance. The existing data can not meet the needs of the classification of industry types, and the opinions shall be issued by the competent department of industry in the district.
3. The District Human Resources and Social Security Bureau will complete the audit and submit the application materials to the District Finance Bureau within 15 working days after receiving the application from the enterprise, and the District Finance Bureau will allocate the subsidy funds to the enterprise social insurance payment account or the bank account designated by the enterprise within 10 working days.
Two, the employer to absorb the employment of key groups to give a one-time employment subsidy.
Scope of subsidies

(4) Application for examination and approval
Eligible employers will receive subsidies in the form of "free application and instant enjoyment". The District Human Resources and Social Security Bureau compares the employment insurance information through the system before 10 every month to form a list of eligible subsidized units, and completes the examination and submission to the District Finance Bureau within 5 working days, and the District Finance Bureau will allocate the subsidy funds to the social insurance payment account of the subsidized units within 10 working days.

(1) The human resources and social security bureaus of all districts shall formulate measures for subsidy operation according to the requirements of this notice, and do a good job in application review together with the competent departments of all districts; The district finance bureau should do a good job in ensuring funds and ensure the timely payment of subsidy funds; City employment promotion center should do a good job in business guidance and management. All departments should strengthen coordination and cooperation, realize effective docking of all links, improve work efficiency and ensure effective policy implementation.

(three) the district announced the payment of subsidies to the public through appropriate means, strengthen the management and supervision of subsidy funds, and prevent fraud. Units and individuals that defraud subsidies should be severely punished; If the circumstances are serious and constitute a crime, they shall be transferred to judicial organs according to law, and the legal responsibilities of relevant units and personnel shall be investigated.

(a) the calculation of the redundancy rate in this notice shall be carried out in accordance with the relevant provisions of the Notice on Implementing the "Escort Action" of unemployment insurance to help enterprises stabilize their posts (Shanghai People's Social Regulation [2018] No.20).

The scope of the object is determined by the actual situation of each district, and the required subsidy funds are arranged by the district finance as a whole.
(5) This notice shall come into force on June 1 day, 2022, and shall be valid until February 3 1 day, 2022. The Notice on Giving Employment Subsidies to Relevant Enterprises in this Municipality to Deal with the Impact of the Epidemic and Stabilize Jobs (Shanghai People's Society [2020] No.87) shall be abolished at the same time.
