The Decision of Guangzhou Municipal People's Government on Decentralizing, Entrusting and Recovering a Number of Municipal Administrative Powers was adopted at the 127th executive meeting of the 5th session of the Municipal People's Government on February 23, 2121, and is hereby promulgated and shall come into force as of March 1, 2121.

Decision of Guangzhou Municipal People's Government on Decentralizing, Entrusting and Recovering a Number of Municipal Administrative Power Matters

In order to deepen the "streamline administration, delegate power, strengthen regulation and improve services" reform and further transform government functions, the municipal government decided to adjust 187 municipal administrative power matters to be implemented by districts (including functional areas, the same below), of which 22 were decentralized. Recover 13 municipal administrative power matters that were originally adjusted by the district.

the relevant departments of each district and city should strengthen coordination and cooperation, complete the adjustment and handover within 31 working days from the date of promulgation of this decision, and timely announce the undertaking department and handover date of adjustment matters to the public. Since the date of handover, each undertaking department is responsible for handling relevant matters, and the original implementation department has previously accepted and continued to complete the handling. Each district should take the initiative to cooperate with the relevant departments of the city to do a good job of convergence and implementation, strictly regulate affairs according to law, simplify procedures, optimize procedures, shorten the time limit for handling, and provide efficient and convenient services for enterprises and the masses. The relevant departments of the city should strengthen business training, guidance and supervision, help all districts to solve the problems and difficulties encountered in the implementation, and ensure that matters can be put down, accepted and managed well.
