chapter I general provisions article 1 in order to strengthen the management of urban drainage facilities, give full play to the functions of urban drainage facilities and meet the needs of urban social and economic development, these measures are formulated in accordance with the regulations of Chongqing municipality on the administration of municipal engineering facilities. Article 2 These Measures shall apply to the construction and management of urban drainage facilities in this Municipality. Article 3 Chongqing Urban Construction Bureau is the administrative department in charge of the construction and management of urban drainage facilities in the whole city.

Chongqing Municipal Facilities Management Office is responsible for the maintenance and management of municipal drainage facilities, and provides professional guidance, supervision and inspection for the maintenance and management of drainage facilities in other cities.

district, city and county urban and rural construction committees (bureaus) are responsible for the construction and management of urban drainage facilities within their respective administrative areas according to the division of responsibilities.

planning, environmental protection, housing management, public utilities and other relevant departments are responsible for the construction and management of urban drainage facilities within their respective responsibilities. The basic planning, planning and design scheme, industrial policies and industrial standards related to urban drainage facilities shall be coordinated, formulated or approved by the Municipal Urban and Rural Construction Committee. Chapter II Construction of Urban Drainage Facilities Article 6 The administrative department of urban drainage facilities shall, according to the needs of urban economic and social development in this region and the overall requirements of urban drainage facilities construction planning, draw up a plan for the construction and renovation of urban drainage facilities, and organize its implementation after reporting to the municipal or district, city and county urban and rural construction committees for approval. Seventh urban drainage facilities management departments should participate in the examination and approval of urban drainage facilities construction plans in the development of new urban areas and the transformation of old cities. The development and construction unit shall provide relevant information on the construction of urban drainage facilities to the management department of urban drainage facilities and carry out supporting construction according to the approved plan. Article 8 The design and construction of urban drainage facilities construction projects must strictly implement the technical standards, technical specifications and operating procedures of drainage facilities construction, and be designed and constructed by units that have obtained corresponding qualification certificates, and accept the supervision and inspection of urban drainage facilities management departments.

Ninth units and individuals that need to build outdoor drainage facilities shall apply to the urban drainage facilities management department, and the construction shall be allowed after examination and approval. Tenth because of the need to relocate or rebuild urban drainage facilities for construction projects, the design and construction scheme must be examined and approved by the urban drainage facilities management department, and the construction can only be allowed after going through the relevant procedures in accordance with the regulations. The cost of moving, rebuilding or increasing the capacity of drainage facilities shall be borne by the construction unit. Eleventh the laying of other underground pipelines in the city should keep a prescribed safe distance from the urban drainage facilities to ensure the safety and smoothness of the urban drainage facilities without being damaged. Chapter iii management of urban drainage facilities article 12 all units and individuals shall strictly abide by the following provisions:

(1) it is forbidden to block, damage or steal urban drainage facilities;

(2) it is forbidden to move and occupy (cross) the urban drainage facilities without authorization;

(3) It is forbidden to discharge corrosive, radioactive, inflammable and explosive toxic and harmful substances into urban drainage facilities, or mix rainwater pipes and sewage pipes on the distribution pipe network;

(4) It is forbidden to directly discharge or dump garbage, excrement, waste residue and other sundries at the outlet of urban drainage facilities, ditches, regulating ponds and rainwater wells;

(5) it is not allowed to build buildings (structures) that hinder the normal use of urban drainage facilities and affect their safety within the safe distance of urban drainage facilities;

(6) It is forbidden to engage in any operation activities that affect the safety of urban drainage facilities. Thirteenth because of urban construction, facilities maintenance, construction is really necessary to temporarily occupy, across the urban drainage facilities, must be approved by the urban drainage facilities management department, and accept its guidance, supervision and inspection. Fourteenth due to the needs of production and life, units and individuals that discharge sewage into urban drainage facilities must apply for the "Trench Connection Permit" before they can access it. Article 15 All enterprises, institutions and individual industrial and commercial households that directly or indirectly discharge sewage into urban drainage facilities shall apply to the urban drainage facilities management department, and after examination, the drainage households that meet the discharge standards shall be issued with the Permit for the Use of Urban Drainage Facilities before they are allowed to discharge. Sixteenth urban drainage facilities management departments in accordance with the division of responsibilities, responsible for the maintenance of urban drainage facilities under their respective jurisdiction.

the maintenance and repair of urban drainage facilities built by the construction community, public (private) houses and units shall be the responsibility of the facility property unit.

the market organizer is responsible for the maintenance of urban drainage facilities in bazaars and stall markets that have been approved to temporarily occupy urban roads.
