chapter I general provisions article 1 these measures are formulated in accordance with the provisions of relevant laws, regulations and rules and combined with the actual situation of this municipality in order to strengthen the management of the bathing industry, standardize its business practices, safeguard the legitimate rights and interests of operators and consumers, and promote the healthy development of the bathing industry in this municipality. Article 2 These Measures shall apply to the management of bathing industry in the urban areas of this Municipality (except Shuangyang District). ? All units and individuals engaged in bath business (hereinafter referred to as operators) shall abide by these measures. ? Article 3 The term "bathing industry" as mentioned in these Measures refers to the industry that provides business bathing services to the society through various baths, bathing squares and bathing cities (hereinafter referred to as bathing places). ? Article 4 The municipal administrative department of commerce shall be responsible for the management of the bath industry. Its main responsibilities in managing the bath industry are:

(1) to work out the industry development plan; ?

(2) Examining and issuing the Business License for Bathing Industry; ?

(3) assess the service level of the industry; ?

(4) to supervise and inspect the service quality of operators; ?

(5) investigate and deal with illegal business operations according to law; ?

(6) Other duties assigned by the municipal government. The district commercial department is responsible for the daily management of the bathing industry in this area. ? Fifth industry and commerce, public security, water conservancy, health, environmental protection, quality and technical supervision, real estate, culture, urban water supply and other relevant departments shall, according to their respective responsibilities, do a good job in the management of the bath industry according to law. ? Article 6 The management of the bathing industry shall follow the principles of division of responsibilities, close cooperation, rational planning and planned development. Article 7 Protect the lawful business activities of business operators according to law. Resolutely ban all kinds of illegal business activities that harm the legitimate rights and interests of customers and disrupt social order. ? Chapter II Examination and Approval of Business Opening? Article 8 To start a bathing industry, the following licenses must be obtained according to law:

(1) Business License for Bathing Industry issued by the competent commercial department; ?

(2) Special Trade Permit and Fire Safety Permit for Public Entertainment Places issued by the public security department;

(3) Health Permit issued by the health department; ?

(4) Environmental Protection Permit issued by the environmental protection department;

(5) Housing Safety Permit issued by the housing safety department;

(6) Water Use Permit issued by the administrative department of urban water supply;

(7) To use groundwater, it is necessary to obtain the Water Intake Permit issued by the water administrative department;

(8) for self-provided boilers, the boiler use registration certificate issued by the boiler and pressure vessel safety department shall be obtained;

(9) To show audio-visual products, it is necessary to obtain the Cultural Business License issued by the cultural department;

(11) Business License issued by the administrative department for industry and commerce. Article 9 The necessary procedures for the bathing industry as stipulated in Items (2) to (11) of Article 8 of these Measures shall be handled by the operators in the relevant departments respectively in accordance with the provisions of relevant laws, regulations and rules. ? Article 11 An operator shall apply to the competent department of commerce with the approval procedures of the administrative departments of sanitation, environmental protection, urban water supply and water, and submit the following materials:

(1) the location and scale of the bathing place; ?

(2) business plan or articles of association of the enterprise; ?

(3) the service level of the bath industry to be applied for; ?

(4) other materials required by laws, regulations and rules. ? Article 11 After receiving an application from an operator to start a bathing industry, the municipal competent commercial department shall issue a "Bathing Industry Business License" within 5 days from the date of acceptance; Do not meet the conditions, it shall give a written reply within 3 days from the date of acceptance. ? Twelfth operators have not obtained the "bath business license", the public security department shall not issue the "special trade license"; Without obtaining the "Special Trade License", the administrative department for industry and commerce shall not register and issue the "Business License". ? Thirteenth relevant departments shall disclose to the public the application conditions, trial procedures, approval period and other relevant information for handling various approvals according to law, and handle all applications within the jurisdiction of their own departments that meet the statutory conditions in a timely manner; If it does not meet the statutory conditions and cannot be handled, it shall explain the reasons. ? Chapter III Management of Bathing Places and Their Supporting Facilities? Article 14 A bathing place shall meet the following requirements:

(1) It is located above the first basement; ?

(2) The width of entrances, exits and evacuation exits shall not be less than 1.2m, the minimum width of evacuation stairs shall not be less than 1.1m, and the width of evacuation passages shall not be less than 1.2m. More than two places under the second floor and in the basement must be provided with direct outdoor ground passages; ?

(3) Evacuation doors are clear and clearly marked, and emergency lights are installed in business rooms and evacuation passages; ?

(4) it is separated from the living area and office area, and has independent passages; ?

(5) The private rooms (boxes), door sets and compartments for health massage are spacious and bright, and fully transparent screen curtains or other obstructions shall be used, which shall not be closed; ?

(6) Bathing places shall not be located in residential buildings or adjacent to important warehouses or dangerous goods warehouses;

(7) The distance between the main building, boiler room and chimney of the bathing place and the residential building shall not be less than 11 meters, and the height of the exhaust chimney must exceed 2 meters of the main building, and the height of the chimney must meet the requirements of the Emission Standard for Atmospheric Pollutants of Boilers and be at least 2 meters higher than the main building; ?

(8) Bathing places should be equipped with rooms such as dressing rooms, bathrooms, toilets and disinfection rooms. ?
