chapter I general provisions article 1 these measures are formulated in accordance with the regulations of the people's Republic of China on waterway transportation management, the regulations of Suzhou municipality on tourism management, the measures of Jiangsu province on water security management and other relevant laws and regulations in order to protect and rationally develop and utilize the upstream resources of the river around the ancient city, realize standardized and orderly operation and strengthen the management of the upstream water. Article 2 The term "upper reaches of the river around the ancient city" as mentioned in these Measures refers to the business activities of providing tourists with water sightseeing and other tourism services with tourist ships as the carrier within the scope of the river around the ancient city. Article 3 These Measures shall apply to the units and individuals involved in the upstream activities of water around the ancient city of Hanoi. Article 4 The traffic administrative department shall be responsible for the management of cruise passenger transport and ship-related industries, as well as the supervision and management of water traffic safety.

other relevant administrative departments, such as public security, price, planning, environmental protection, urban management, water affairs, industry and commerce, are responsible for the relevant upstream water management according to their respective responsibilities. Chapter II Management of the Right to Operate Article 7 An enterprise engaged in the upper reaches of the river around the ancient city shall have the qualification of an independent legal person and obtain the right to operate through bidding. Article 8 An enterprise that participates in the bidding for the upstream water supply shall meet the relevant opening conditions stipulated by the departments of transportation, tourism, public security and environmental protection, and meet the following requirements:
(1) It shall meet the corresponding conditions required by the Waterway Transport Business License;
(2) having the corresponding conditions required for the fixed-point operation of upstream water;
(3) Having the corresponding conditions required by the Special Trade License;
(4) other relevant provisions of the bidding requirements. Article 9 Enterprises around the upper reaches of the ancient city river that have obtained the right to operate through competitive bidding shall handle the Waterway Transport Business License issued by the transportation department, the designated documents of foreign-related tourist boats issued by the tourism department and the Special Trade License issued by the public security department before operating. Tenth cruise ships around the upper reaches of the ancient city river shall be put into quota management. By the transportation, tourism and other departments in conjunction with the ancient city river landscape protection project investment and construction units according to the market demand and the specific conditions around the ancient city river, the annual development of the cruise ship launch adjustment plan.
the investment and construction unit of the landscape protection project around the ancient city river will organize bidding for the right to operate the upper reaches of the river around the ancient city according to the cruise ship launching adjustment plan and line resources. The winning bidder shall sign a paid use contract with the investment and construction unit of the protection project around the ancient city river.
The bidding method for the upstream line around the ancient city river is specifically formulated by the departments of transportation, tourism and environmental protection and the investment and construction unit of the landscape protection project around the ancient city river. Eleventh enterprises engaged in the upper reaches of the river around the ancient city can buy or build cruise ships only after winning the bid. No ship purchased or built without authorization can be put into operation around the ancient city river. After the design of the newly built cruise ship is completed, the design scheme shall be submitted to the departments of transportation, tourism, environmental protection and public security for joint review. Article 12 A cruise ship put into operation shall handle the Ship Business Transport Certificate, Ship Inspection Certificate, Ship Registration Certificate issued by the transportation department and the fixed-point certificate for foreign-related tourist ships issued by the tourism department. Thirteenth operators and cruise ships that were originally approved to engage in the upper reaches of the river around the ancient city shall be re-evaluated according to the conditions stipulated in these Measures. In line with the conditions, it shall sign a paid use contract with the investment and construction unit of the ancient city river landscape protection project, and pay the paid use fee according to the contract. Fourteenth investment and construction units around the ancient city river landscape protection project shall set up special management institutions to be responsible for unified management, unified ticket sales and unified routes. Chapter III Operation and Management Article 15 Cruise ships shall not be affiliated, and the right to operate a ship shall not be transferred or transferred in disguised form without the consent of the original examination and approval department. Sixteenth cruise ships engaged in the upper reaches of the water shall abide by the relevant tourism laws and regulations of the tourism administrative department and standardize their business practices. Seventeenth personnel engaged in tourism enterprises in the upper reaches of the water should be trained and assessed by tourism and other departments, and take up their posts with certificates, and standardize their services in accordance with the standards of tourism services. Eighteenth upstream tourism products, must be approved by the tourism department, can be put into the market. Nineteenth upstream operators must abide by the laws, regulations and rules of environmental protection and prevent environmental pollution. Article 21 A cruise ship engaged in upstream water must meet the prescribed standards in terms of hull, noise, sewage discharge and supporting services:
(1) The hull is neat and beautiful, in good condition, with coordinated decoration and good sight, and a unified sign of "upstream water" is set at a prominent position on the hull;
(2) Set up waste collection devices. Cruise ships with toilets must be equipped with feces collection equipment, cruise ships with kitchens must be equipped with catering sewage collection equipment, and the garbage, feces and catering sewage collected on board must be sent to designated docks for centralized collection and treatment;
(3) The noise, dirty oil, and waste gas emitted by cruise ships during navigation shall meet the environmental protection standards stipulated by the state;
(4) The general schematic diagram of the cruise ship, tourist information, tour guide map, price list and tourist suggestion book shall be hung on the cruise ship, and obvious signs in Chinese and English for tourist consultation and complaint telephone numbers shall be set up in a conspicuous position;
(5) cruise ships put into operation must be equipped with full-time tour guides or tour guide equipment, among which cruise ships with more than 111 seats should have at least two full-time tour guides or voice tour guide equipment in at least three languages (Chinese and English are the necessary languages) to provide tour guide services for tourists;
(6) having emergency medicine boxes and other facilities and equipment.
