After being studied by the leading group for epidemic prevention and control in COVID-19, Xianghe County, and reported to the leading group for epidemic prevention and control in COVID-19, Langfang City for approval, some temporary control measures within the county will be adjusted from 1: 11 on March 31, 2122, and relevant matters are hereby notified as follows:
1. Strictly control the intersection around the county boundary. The "four-door locking" control measures will continue to be implemented at all the bayonets around the county boundary. If it is really necessary to leave the county unless necessary, the township will issue a certificate, and the bayonet will strictly check the "two certificates and one promise" and strictly abide by the destination epidemic prevention policy. Commuters in Beijing, Hebei and Tianjin must implement the prevention and control policies of Beijing and Tianjin; Check the "two certificates and one promise" for incoming personnel and vehicles one by one. Non-Beijing-Hebei and Tianjin-Hebei commuters need to undergo an antigen test at the immigration office. Only when the antigen test results are negative can they enter, and point-to-point transportation and home health monitoring should be implemented. Within 72 hours after arrival, the township is responsible for conducting a nucleic acid test at home, and the personnel to be tested must stay indoors.
2. restore traffic in this area in an orderly manner. We will implement the requirements of "orderly release of traffic in the region and continuous suspension of external traffic", restore public traffic such as buses and taxis in the county in an orderly manner, and strictly implement prevention and control measures such as code scanning, temperature measurement and wearing masks.
3. Strengthen the management of villages and residential areas. Strictly implement the responsibilities of the territorial and outsourcing departments, continue to implement "one door in and out", arrange special personnel to be on duty 24 hours a day, return personnel from outside the area to report in time, and implement prevention and control measures such as code scanning, temperature measurement, registration and wearing masks when personnel enter and leave.
4. Strictly implement the reporting measures for incoming personnel. All visitors must report to the destination community, work unit or hotel in advance. In principle, people in medium and high-risk areas and their counties are not allowed to come to incense. If they have arrived or have to come to incense for special reasons, people in medium and high-risk areas will strictly implement the control measures of 14-day centralized isolation and 7-day home medical observation; Personnel in counties where middle and high-risk areas are located and counties where positive infections occur shall strictly implement the 1-4-day home medical observation measures, and those who do not have the conditions for single-person and single-family home medical observation shall implement centralized isolation measures; Personnel from other counties in cities where medium and high-risk areas are located will implement 14-day home health monitoring measures.
5. Strict education and teaching management. All kinds of schools at all levels in the region, boarding schools that have not closed classes continue to implement closed management. Except for the third year of high school, closed schools have postponed the resumption of offline teaching, and the specific recovery time shall be implemented in accordance with the policies issued by the higher education authorities.
6. Strengthen the management of special places and special people. We will continue to resolutely implement the closed management of special places such as prisons, welfare homes and pension institutions, and continue to implement various prevention and control measures to ensure the absolute safety of epidemic prevention and control in special places. At the same time, strictly implement the closed-loop management of front-line medical staff, scientifically and reasonably arrange rotation and rest, and strengthen the prevention and control of epidemic situation and the guarantee of medical treatment.
7. Promote the resumption of work and production in an orderly manner. If key enterprises and construction sites in the region have the conditions for the prevention and control of epidemic normalization, they will return to work and resume production in an orderly manner after passing the acceptance and filing by the competent authorities of the industry. After the resumption of work, all construction sites must be closed-ended, workers should be closed-loop managed by "two points and one line", and enterprises should strictly implement the disinfection system in construction areas, office areas and living areas. If the key enterprises that have resumed production have the conditions to implement closed management, they will implement closed management for their employees and eat and live in their units; Can not be closed management, strict implementation of "point-to-point shuttle" or "two points and one line" closed-loop management. All enterprises and construction sites that return to work should implement epidemic prevention measures such as appointment, code scanning, registration, temperature measurement, ventilation and disinfection, and compact the traceability responsibility of visitors and the main responsibility of enterprise prevention and control.
8. Key livelihood service industries opened in an orderly manner. Enterprises, supermarkets, grain, oil and vegetable shops, pharmacies, etc., which have the conditions for the prevention and control of epidemic normalization, will resume normal business in an orderly manner after passing the acceptance of the competent authorities of the industry and filing. Catering service units in the region are strictly forbidden to eat in the hall, and may not undertake dinner activities such as weddings, funerals and business receptions. The departments in charge of market supervision, development and reform, health care, emergency and other industries, together with the territories, conduct inspections from time to time. If the epidemic prevention and control policies are not implemented in place, they will immediately shut down and rectify.
9. The following industrial sites are temporarily closed. Public entertainment and leisure places, business places where people gather, public cultural activities places and rural markets in the region are temporarily closed or open.
11. Regularly carry out nucleic acid detection.
① check the isolation points once a day. Personnel in the isolation point shall conduct single-person and single-tube nucleic acid detection once a day.
② Implement regular nucleic acid detection for key populations. On the basis of nucleic acid testing once every Tuesday, 36 key populations will be tested again every Saturday. Teachers and students in the third grade of senior high school carry out testing simultaneously.
③ Implement the nucleic acid detection for commuters in Beijing, Hebei and Tianjin. Set up a file for commuters in Beijing-Hebei and Tianjin-Hebei, bring them into the management of key populations, and conduct nucleic acid testing once a week. Did not participate in the test, must be tested in the location, and timely report the test results to the place of residence or work unit.
11. Strictly control personnel gathering. For the time being, large-scale conferences and various offline trainings will not be held, and group activities will be strictly controlled to reduce the gathering of people. Implement "delayed weddings, simple funerals and no banquets". If it is really necessary to hold the event, it shall be reported to the local community in advance according to the principle of "who approves it, who is responsible", and the participants shall hold the negative certificate of nucleic acid test within 48 hours, and the green code of health code and itinerary code.
12. guide the masses to do a good job in personal health monitoring. Guide the broad masses of residents to consciously abide by epidemic prevention policies, do not gather or push, and actively cooperate with epidemic prevention measures such as temperature measurement and code inspection and information registration in public places; Adhere to the hygiene habits such as washing hands frequently, cleaning frequently and using public chopsticks; Do a good job in self-health monitoring. If you feel unwell symptoms such as fever, dry cough, fatigue, sore throat, and decreased sense of smell, you should see a doctor at the nearest designated place immediately.
