chapter I general provisions article 1 these measures are formulated in accordance with the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste, the regulations on the administration of city appearance and environmental sanitation, the regulations on the administration of urban and rural domestic waste in Guangdong province and other relevant laws and regulations in combination with the actual situation of this municipality in order to standardize the classified management of domestic waste, improve the level of reduction, recycling and harmlessness of domestic waste, and promote the construction of ecological civilization. Article 2 These Measures shall apply to the source reduction, classified delivery, collection, transportation, treatment and related supervision and management activities of domestic garbage within the administrative area of this Municipality. Article 3 The term "domestic waste" as mentioned in these Measures refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste regarded as domestic waste according to laws and administrative regulations. Article 4 The classified management of domestic waste shall follow the principles of government promotion, overall planning of urban and rural areas, territorial management, participation of the whole people, adaptation to local conditions and simplicity. Article 5 The people's governments at or above the county level shall strengthen the unified leadership over the classified management of domestic waste, incorporate the classified management of domestic waste into the national economic and social development plan, and incorporate the funds required for the classified management of domestic waste into the financial budget of the government at the corresponding level.
the municipal people's government should set the goal of classified management of domestic waste, promote the classified management of domestic waste in the whole city as a whole, establish a coordination mechanism of classified management of domestic waste, and solve major problems in classified management of domestic waste. The people's governments at the county level shall be responsible for organizing and implementing the classified management of domestic waste within their respective administrative areas, implementing the work objectives of domestic waste classification, coordinating the construction of facilities for classified delivery, collection, transportation and treatment of domestic waste, and ensuring operation.
the town people's government and sub-district offices shall implement the classification of domestic waste in their respective areas according to the work requirements of the municipal and county people's governments.
Villagers' committees and residents' committees cooperate with the town people's government and street offices to organize, mobilize and guide villagers and residents to carry out domestic waste sorting. Sixth municipal environmental sanitation department is responsible for guiding, coordinating and supervising the management of domestic waste in the city. The competent department of environmental sanitation at the county level is responsible for the management of domestic garbage within its administrative area.
the competent agricultural and rural authorities are responsible for guiding the classification of rural domestic waste and the construction of a long-term mechanism for village cleaning.
the competent education department is responsible for organizing, supervising and guiding the classification of domestic waste in schools, kindergartens and other educational institutions.
the competent department of natural resources is responsible for the construction of facilities for classified delivery, collection, transshipment and treatment of domestic garbage into the requirements for supporting the construction of public service facilities of construction projects, and the land required for related infrastructure construction into the land supply plan.
the competent department of ecology and environment is responsible for the pollutant discharge of domestic waste classified centralized transfer facilities, terminal treatment facilities and other places, as well as the supervision and management of pollution prevention during storage, transportation and treatment in harmful waste.
the competent department of housing and urban-rural construction is responsible for urging the property service enterprises to carry out the classification of domestic waste, including the classification of domestic waste into the preliminary property contract and the model text of the property service contract, and including the classification of domestic waste by the property service enterprises into the credit management system of the property service enterprises.
the competent commercial department is responsible for guiding the recycling management of recyclable materials, announcing the recycling outlets and trading markets of renewable resources, providing the public with information such as recycling types, trading prices and recycling methods in a timely manner, and supporting enterprises to build an information platform for recycling renewable resources.
the departments in charge of development and reform, finance, market supervision, culture, radio, television, tourism, sports, postal services, etc. shall, according to the division of responsibilities, do a good job in the classified management of domestic waste.
the departments in charge of various industries should incorporate the garbage classification into the management responsibilities of the industry, and guide and supervise the relevant units in the industry to do a good job in domestic garbage classification. Article 7 Any unit or individual shall have the right to complain and report acts that violate the regulations on the classification and management of domestic waste.
the competent department of environmental sanitation at or above the county level shall accept complaints and reports on garbage classification by relying on the "Jiangmen 12345 government service hotline". After receiving the complaints and reports, it shall promptly handle them according to law and feed back the results to the complainants and informants. Chapter II Classified Delivery Article 8 Units, families and individuals that produce domestic garbage shall fulfill their obligations of reducing the amount of domestic garbage at the source and classified delivery according to law, assume the responsibilities of domestic garbage producers, and pay domestic garbage disposal fees according to regulations. Article 9 Domestic garbage is divided into recyclables, kitchen waste, harmful waste and other garbage. Specifically classified according to the following standards:
(1) Recyclable materials refer to domestic garbage suitable for recycling, including: paper, plastic, metal, glass, fabric, etc.
(2) Kitchen waste refers to perishable domestic waste containing organic matter, including: household kitchen waste (fruits and skins, leftovers, discarded food, etc. produced in daily life), kitchen waste (food residue, food processing waste and discarded edible oil, etc. produced in restaurants and canteens), and other kitchen waste (vegetables produced in agricultural products wholesale markets, farmers' markets, large supermarkets and other places).
(3) harmful waste refers to the domestic hazardous wastes listed in the National Hazardous Wastes List, including: lamp tubes (waste fluorescent tubes, waste thermometers, waste sphygmomanometers, electronic hazardous wastes, etc.), household chemicals (waste drugs and their packages, waste pesticides and disinfectants and their packages, waste paints and solvents and their packages, waste mineral oil and its packages, waste films and waste image papers, etc.), and batteries (waste nickel).
(4) Other garbage refers to domestic garbage other than recyclables, kitchen waste and harmful waste.
